Sitec are currently looking to recruit a Planning Governance & Development Manager for a nuclear MoD establishment in Reading. The post is a permanent vacancy and is paying competitively plus benefits which include generous holiday entitlement, Contribution to the Pension Scheme, training and development with career progression.

Accountabilities & Responsibilities
* Support the Head of Programme Controls Planning providing management of planners within the client's Programme
* Owner of the Planning toolset including development of improvements and upgrades of the system
* The delivery of Project Planning tools, templates and training to internal customers
* Support the Head of Programme Controls Planning with Planning toolset subject matter expertise
* Approving Planning processes, policies and procedures
* Providing strategic vision and direction to the clients Planning organisation
* Delivering Earned Value Management (EVM) & Programme Planning expertise and analysis for projects to give
accurate and timely schedule forecast information to enable business decision-making
* Ensuring quality of EV variance analysis for schedule performance (SPI)
* Develop Planning governance metrics to ensure effectiveness of the Planning process can be monitored and issues
identified quickly
* Supports the Head of Programme Controls Planning with organisational design and development
* Supports the Head of Programme Controls Planning with emergent projects as dictated by the F&BM Director
* Exercising leadership on long range and operational integrated Programme Planning activities in support of
Programme goals and in compliance with company policies, processes and guidelines
* Providing recommendations on complex Planning issues
* Custodian of Planning processes including continuous improvement and development of new approaches to ensure
the clients efficiency and effectiveness targets are met
* Provide prime interface with Planning toolset suppliers for all continuous improvement activities including the
development of technical specifications and driving improvement projects
* Provide support to the Head of Programme Controls Planning with the development of functional training packages
* Developing Planning processes, policies and procedures to improve the effectiveness of the function
* Consciously create a workplace that is consistent with the overall organisation and that emphasises the mission,
vision, guiding principles and values of the organisation
* Identification of training and development requirements for employees within the management hierarchy

Knowledge, Skills & Experience
* High level of knowledge and experience of Planning, Project Controls systems, EVM, Risk & Opportunity and Change
* Subject Matter Expert level experience of working with the Oracle Primavera Planning tool
* Forms of contract, e.g. NEC3, GC Works
* Confidence modelling processes and techniques
* Developing and maintaining standard WBS templates
* Significant experience in implementing best practice Planning processes and tools (e.g. Primavera) in a complex,
project environment
* Comprehensive knowledge and experience of deliverables relating to complex programmes including Engineering,
Construction and Commissioning
* Developing and implementing Earned Value Management processes and procedure
* Assisting and guiding employees with best practices
* Leading, motivating managing and developing teams
* Building and maintaining effective relationships
* Supporting company organisational and culture change initiatives
* Dealing with complex technical and business issues
* Resource Planning across multi-disciplined projects
* Experience of working in alliancing or partnering situations
* Experience of conducting schedule risk analysis
* Experience of resource Planning across multiple trade types
* Expert in project Planning - The ability to create and maintain a project plan in order to manage a project throughout
its lifecycle
* Expert in independent assurance - The ability to undertake an independent assessment of the evidence file
supporting an investment, and to make appropriate recommendations
* Expert in performance analysis - The ability to analyse different types of performance data and provide insight and
recommendation on performance, e.g. earned value, performance forecasting
* Expert in EVM - The ability to apply EVM tools and techniques to interpret associated inputs and metrics; providing
timely insight and recommendations on project and programme performance
* Competent in project estimating - The ability to create a project estimate, based on scope, technical specification and
sources of cost information
* Competent in SQL or other software coding for data analysis
* Degree in appropriate business or technical discipline, or a proven level of experience
* Project Management qualification (e.g. APMP) preferable
* Working towards membership of relevant professional body (e.g. APM, PMI) preferable

Special Requirements
* Willing and able to obtain and maintain the appropriate level of security clearance necessary for the role
