Bechtel has partnered with United Kingdom's Ministry of Defence to help transform the Defence Equipment & Support (DE&S) organisation. The DE&S organisation develops, procures and supports all military equipment for the British Armed Forces, and has prioritised mission delivery at an improved value for the taxpayer. Our support role is focused on supporting the Fleet and Air Domains. Bechtel's support role is to provide a combination of project management and project controls expertise, as well as supplier management, technology/engineering/safety management and organisational transformation skills and experience. The roles are expected to be advisory in character, with the need to influence without authority, lead by example and work collaboratively across the organisation's multiple delivery partners. The rolerequires a UK security clearance.

  • The role will involve engaging with various teams and functional areas to provide both project acquisition phase and the in-service space advice and guidance regarding Integrated Logistics (iLog) and provision of support in general
  • In the role the individual will support the Integrated Logistics functional manager in identification and roll out of existing and new processes to the delivery teams
  • The role will assist in identifying applicable standards for Supportability, and coaching the delivery teams in the understanding of the role of Supportability, Training and R&M in the context of the MoD's Acquisition System Guidance
  • The role will coach delivery teams in the understanding of the MoD's Support Solutions Envelope and the Support Solutions Development Tool and the assurance and approvals process that sits behind it
  • The role will coach delivery teams in the preparation of WBS structures, scheduling and resourcing as well as establishment of basic Earned Value Management tools
  • The role will prepare and deliver training to delivery teams through formal training or coaching and mentoring individuals and teams
  • The role will provide basic risk management coaching and training on the use of Risk Management tools

  • Reviews the initial master schedule, detailed timing and sequence of each functional group, and actual progress of each group to confirm that materials meet required delivery dates
  • Reviews any schedule revisions for impacts and participates in the development of contingency planning
  • Ensures adherence to the project execution plan and that key activities are performed in the right sequence
  • Coordinates the project plan for identifying major equipment and bulk materials with Engineering
  • Identifies what information can be imported from Engineering programs, and that tag numbers are compatible with the automation program fields
  • Ensures that items on the equipment list have been identified for requisition and purchase, and that requisition issue dates support project detail schedules
  • Monitors Engineering progress in the preparation and issuance of material requisitions
  • Issues the material responsibility matrix to reflect the agreed division of functional responsibilities for material activities among project, support, and field offices
  • Interfaces between Construction and Procurement to identify, requisition and establish delivery dates for material requirements resulting from design changes, rework, contingency/work arounds, scope changes, or materials missed in Engineering takeoffs
  • Monitors Procurement reports and activities to ensure that purchasing and expediting are working effectively to maintain milestone schedule dates
  • Reviews plans at the jobsite for adequacy of material warehousing, maintenance, control and handling
  • Coordinates with Construction and Field Procurement the plans for material identification, material availability in support of installation plans, and equipment requiring special handling at the site
  • Prepares or assists in the preparation of work hour estimates and organisational charts for the project and obtains management approval
  • Advanced knowledge of all procurement operations related to the management of materials at area, regional, temporary and site office locations
  • Preferably a background in Engineering and supportability
  • Defence related experience will be beneficial, particularly in acquisition and support within the military or related commercial industry
  • Through Life Support Management, Through Life Capability Management, Project Management and Integrated Logistics Support Management experience would be highly advantageous
  • Knowledge of the applicable standards for Supportability, understanding the role of Supportability, Training and R&M in the context of the MoD's Acquisition System Guidance would be favourable
  • Comprehension of the MoD's Support Solutions Envelope and the Support Solutions Development Tool and the relevant assurance and approval process would be beneficial
  • Knowledge of Engineering disciplines, the work process and the deliverables produced
  • Prior experience in major global, direct hire and contract management projects, which include Engineering, Procurement and materials control activities
  • Awareness of WBS structures, scheduling and resourcing including basic awareness of Earned Value Management
  • Knowledge of basic risk management, exposure to Active Risk Manager tool preferred
  • Experience in training facilitation and coaching / mentoring individuals and teams
  • Knowledge of Federal Acquisition Regulations, and applicable Agency Supplements
  • Thorough understanding of Governmental Contracts and the flow-down of applicable clauses and requirements
  • Thorough understanding of Cost Accounting Standards, and determination process for applicability to the work
  • Ability to work effectively within a milestone based environment, delivering on time and to the required quality
  • Communication and the ability to engage with people at various levels of seniority and build relationships/trust are key to succeed in the role.

  • APMP or suitable evidence of applicable experience
  • Degree qualification or equivalent training and experience
  • Membership of relevant Professional Institute
  • APMPQ (desirable)
  • Engineering degree or equivalent (desirable)
  • ILS Licence (any level) or equivalent (desirable)
