Job Summary
The Transportation Division of AECOM is actively seeking an Area Engineer for immediate employment; the employee will be assigned to the MD SHA District 7 Headquarter located in Frederick, MD. This qualified Area Engineer applicant is to represent the ADE-Construction or District Engineer in the administration and management of the highway construction, facility maintenance programs and personnel for MD SHA District 7.

This position manages both new construction and rehabilitation of roadways and buildings throughout the district and coordinates work assignments for over 40 Office of Construction and Consultant Engineers and Engineering Technicians and includes assigning project staff to projects on a daily basis to match the workload, taking disciplinary action and counseling, interviewing and hiring of Consultant Inspectors. The Area Engineer performs this duty beginning with the project planning phase through the design phase, the construction phase, and, finally, through project closeout. This position will manage capital projects, bridge painting, facility maintenance, and ADA projects. The total dollar value of contracts being supervised at one time can exceed $70,000,000.

The responsibilities of this position include, but are not limited to:
  • Review and approval of staff's time, leave, and expenses
  • Coach, mentor, and recommend training for staff
  • Taking disciplinary actions and assigning personnel to projects
  • Resolve personnel conflicts between team members and contractor's personnel
  • Assist with the development of policies and procedures relating to District inspection staff
  • Coordinate resolutions with numerous internal and external entities and agencies
  • Ensure specification compliance on construction projects and compliance with federally mandated programs and requirements
  • Respond to written correspondence
  • Participate in various contractual meetings
  • Review and approve project schedules
  • Monitor contract costs and material clearance
  • Project site investigations and reviews during construction
  • Participate in preliminary investigations and final reviews for upcoming projects
  • Negotiate with contractors on request for equitable adjustments, change orders, and claims
  • Conduct pre-construction meetings
  • Investigate and respond to citizen and elected officials complains and issues
  • Conduct final inspections for the acceptance of completed projects

Minimum Requirements
  • Bachelor's degree in Civil Engineering or related field from an accredited college or university
  • 10 years of experience, including 4 years of experience as a Construction Project Engineer or Assistant Project Engineer on a major roadway and/or bridge construction large or complex projects
  • Possession of the following four certifications: MDE ESC Certification; SHA ESC Certification; OSHA 10-hour Training Certification; and WZTC Certification
  • Proficient in the use of the Microsoft Office suite
  • Excellent written and oral communication skills
  • Ability to formulate and interpret policies and procedures and engineering standards and principles
  • Ability to handle multiple priorities, including emergency events related to construction projects, i.e. work zone incidents or citizen concerns requiring immediate response
  • Must possess a valid driver's license and have a reliable means of transportation
