My client is currently undertaking a huge infrastructure project. They are currently looking for an experienced Baseline Manager to work in their Birmingham office.

This person will be reponsible for maintaining Baseline Development process for application across the programmes, sub-programmes and projects. To set the control framework for Scope and Performance Measurement Baselines. To deliver Integrated Baseline Reviews across Programmes to identify and drive improvements in the deliverability and performance of the programme.


Baseline Development process â€" to develop, maintain and improve the baseline development across different Lifecycle stages. To ensure that this is well understood and consistently applied across all baseline levels including programmes, sub-programmes and projects.

Baseline Integration â€" to establish a clear mechanism to monitor and report baseline performance across all programmes, sub-programmes and projects in alignment with the wider reporting framework

Integrated Baseline Reviews (IBR) â€" to develop the “way†of delivering an IBR, as a component of the companies 2nd Line of Defence Assurance programme. To plan and manage the IBR process across programmes. To ensure full and consistent application of Baseline Development process

Analytical tools - to develop analytical tools to assess the performance of the baseline and to constructively challenge delivery teams on the quality/deliverability of the baseline, covering: scope, programme, cost, threats and opportunities (including efficiencies)

Scope capture and control â€" to support the Head of Scope and Baseline Integration to ensure adequate system and process controls to capture and manage scope of works across programmes, sub-programmes and projects, all delivered by a range of contracts

Alignment with Programme Changes, Requirements and Scope â€" to ensure traceability of programme changes into scope and baselines and to interface with Technical Directorate to ensure traceability to programme requirements

Competent analytical skills to introduce and embed analytical methods to assess baseline performance and to constructively challenge delivery teams
Strong “business change†skills to develop and embed baseline / scope related system and process enhancements across teams
Strong inter-personal and relationship skills, to build consensus across teams and to provide a service to delivery units
An excellent communicator who can build engagement across teams and influence across stakeholders

Ability to design and embed industry-leading baseline management
An understanding of baseline maturity levels across the programme lifecycle and demonstration of leading industry practice against references such as HMT’s Green Book
Ability to use analytical methods to assess baseline performance and to challenge and review the quality / deliverability of baseline submissions, across components â€" planning, cost/estimating, risk and efficiencies

Delivering / advising major infrastructure programme (across sectors)
Programme controls
Programme assurance
Baseline delivery, across one or multiple components (planning, cost/estimating, risk and efficiencies)
