This group supports public agencies and private firms, primarily in the transportation sector, with the development of policies, plans, strategies, economic and financial analyses, and project development. About the Position
We are recruiting a highly motivated self-starter with a demonstrated interest in highways and tolling and practical experience in infrastructure project development and finance to join a dynamic multidisciplinary team. We seek problem solvers who combine strong written and verbal communications skills, demonstrated quantitative and analytical skills, knowledge of the highway and tolling industry, and the ability to develop innovative solutions independently and master new concepts quickly to deliver high quality work.

Based in Washington, DC, the successful candidate will be a co-service area manager of a team of experts working on engagements related to highways and tolling. You will work mainly on managing and growing the service area through engagements to advise public and private sector clients on the funding, finance, and delivery of major capital projects, specifically involving toll revenues, and a variety of related infrastructure management and policy issues. This position will entail tasks such as business development and maintaining existing client relationships, evaluating alternatives and priorities, developing the business case for infrastructure investments, analyzing project and program funding and financing options, developing funding strategies, developing cash flows and financial models, developing operating and capital program estimates, reviewing and interpreting state and federal legislation and guidance, helping clients understand and meet grant requirements, performing quantitative analyses, evaluating concepts of operations and developing business rules, and providing strategic support in all phases of infrastructure planning and project development. Specific to tolling/roadway pricing, the candidate should have a strong understanding of the tolling industry including traffic and revenue forecasting, back office procurement, revenue leakage and operational costs, and industry best practices.

Job Requirements
Education Required:
      • Mandatory Bachelor's degree with a major in business, economics, finance, urban or transportation planning, operations research, civil engineering, or related field
Experience/Skills Required:
      • A minimum of ten years of experience in the infrastructure industry
      • Experience in the tolling industry, with experience in business development and various phases of tolling projects including planning and revenue forecasting, capital and operations cost analysis, vendor procurement, implementation, operations, and reporting to key stakeholders
      • Demonstrated strong analytical and quantitative skills, including practical experience with financial modeling
      • Demonstrated ability to synthesize problems, think creatively, work independently, and deliver high quality work with minimal supervision
      • Excellent written and verbal communication skills to present analytical results and recommendations
      • Ability to work in a team environment
Desired Qualifications:
      • Desired evidence of leadership qualities and ability to network with clients and others in the field
      • Management consulting or advisory experience is desired
