• The processing of planning applications
• The provision of general planning advice
• The processing of planning appeals
• Development of planning policy and associated documents
• Investigation of breaches and recommendations in respect of planning control
• Continuing professional development in Town Planning
• Mentoring/guidance of more junior team members.
The postholder will operate within a team dealing either with planning policy, planning enforcement or development control. Movement between teams as part of an agreed personal development programme may be possible.
Accompanied and unaccompanied site visits and meetings within and outside of office pursuant to the development of reports and recommendations.
Negotiations with developers to achieve satisfactory proposals within the context of national, strategic and local policies, standards and guidelines, within statutory time constraints.
Provision of professional recommendations and advice on complex planning issues relating to major planning applications and regeneration projects as required.
Liaison with other Sections within Planning Services, other Divisions within Regeneration and Planning, other Council Departments, and Government Departments in support of delivery of a high quality planning service.
Liaison with elected Members, members of the public, Resident's Associations and other interested parties, in connection with relevant planning proposals, including responding to relevant correspondence.
Represent, as required, the Development Management or Policy Section at meetings with other Sections, Divisions and Council Departments, government departments, statutory bodies, developers, community and other groups, the general public and at Planning Committee.
Supporting the management of the Division, through projects, team based or individual actions, in the development and enhancement of professional planning services provided by London Borough of Harrow.
Participating in the delivery of the Divisions service improvement plan to ensure that the planning function meets local and national targets and indicators.
Such other duties which may be required, reasonably, in association with the delivery of high quality professional advice and sustainable development within the London Borough of Harrow.
Assistance in the registration of new planning applications involving the checking of planning fees and permitted development.
An appraisal of the technical aspects of the application, and its "validity" having regard to statutory requirements relating to the process and determination of planning applications.
Experience in planning policy, planning enforcement or development management is essential
Education, Qualifications and Training Method of Assessment
Planning Degree or equivalent qualification accredited to RTPI
Other Essential Factors
Physically able to undertake site visits out of office and to inspect developed and underdeveloped sites safely.
Full UK driving licence holder.
Ability to use the council's computer databases, software packages and mobile communications to input, update and investigate records and files and to prepare reports for publication
