Manager - Electrical & Lifts
The Engineer - Lifts will be responsible for supporting the Manager in statutory and professional accountabilities and service delivery.
The Engineer - Lifts shall be committed to work to the Homes for Islington/Islington Councils core principles and key aims, the Property Services Department's Performance Plan and the Architectural and Service Delivery/Improvement Plan.
PRIMARY JOB FUNCTION:-
The responsibility of the Engineer - Lifts will be to provide a professional electrical engineering service. The Engineer - Lifts shall maintain the highest possible standards of achievement. Ensure that projects, maintenance programmes and professional services engineering functions are delivered on time, to budget and the required quality.
The Engineer - Lifts shall establish and maintain clear communication with all clients and ensure an integrated and customer focussed service to residents of Islington and other users of the service. The Engineer - Lifts shall lead or assist in the following areas as directed by the Manager/Principal Electrical Engineer.
1 Liase with others and represent the service when acting as consultant for other agencies. Liase with contractors, consultants and other authorities to ensure effective co-ordination.
1 Ensure that adequate monitoring is provided on all projects and maintenance contracts allocated to them.
1 Assist with the preparation of project and maintenance contract reports for Committees, Area Forums, Working Parties, Client Organisations, Tenant Associations, and external agencies. Provide effective liaison and attend such meetings as required to maintain adequate communication.
1 Ensure appropriate development of design briefs, feasibility studies and service level agreements.
1 Ensure the highest standard of design, budget control and contract management is achieved on all projects and maintenance contracts, paying particular attention to: Health and Safety, Accessibility, Energy Efficiency, Sustainability and Maintenance.
1 Undertake contract responsibility as appropriate in consultation with Manager. Ensure that adequate resources are available to complete and manage within programme, cost and fee allocation. Assist with the appointment of consultants and assist in ensuring effective briefing, direction and liaison is provided.
1 Assist the Manager in providing advice and guidance as appropriate concerning procurement, design criteria and preparation of schemes, specifications, maintenance requirements, estimates, section of materials and equipment, project and contract management.
1 Ensure that work is in accordance with relevant standards and statutory regulations.
1 Assist in providing advice on the selection, appointment, fee scales and payments relating to consultants.
1 Ensure effective briefing, direction and liaison is provided. Assist in examining schemes for feasibility, viability and for adherence to the Homes for Islington/Islington Council Standards, Policies and practices.
1 Liase and negotiate with consultants, statutory undertakings and other relevant organisations.
1 Examine tenders, accounts and claims rendered by contractors and respond appropriately.
1 Ensure adequate liaison with other departments concerning design, maintenance and user satisfaction feedback.
1 Ensure adequate investigation and practical research concerning new techniques, systems and solutions in Engineering Services.
1 Assist and contribute to the implementation of a practice account. Assist in monitoring fees on projects and contracts on a regular basis and take corrective measures as necessary.
1 Advise on the appraisal, selection, appointment and performance of contractors and sub-contractors.
1 Responsibility for leading on small and/or simple projects and/or maintenance contracts including the co-ordination of the work of other more junior staff which relates to those projects and/or maintenance contracts. Responsibility for supervising the work of other more junior staff within the team who are working on these projects and/or maintenance contracts.
1 Project/Work supervision Responsibilities
1 Assist in preparing ongoing programmes of resource and fee income.
1 Ensure good communication.
* Assist with the appointment of staff to the group.
1 Ensure that productivity is adequate to meet all programmes and that the service is provided in a cost effective and competitive manner.
1 Take responsibility as directed for the recruitment, training and development, welfare and safety of staff.
1 Ensure adherence to Statutory Regulations, Contract Law and the Homes for Islington/Islington Council's Standing Orders and take corrective action.
* Use and assist others to use information technology systems to carry out duties in the most efficient and effective manner.
* Carry out duties and when supervising others ensure that they carry out duties to meet Health and Safety requirements and regulations, including CDM regulations, both within the Council premises and on site. To monitor and advise on Health and Safety issues on areas of work.
