In response to customer requests and changes, this role will report into the Marshall Solution Lead to support the development of NATS engineering solutions to be presented to the MoD, Aquila and Thales. It will involve working with technical leads in NATS, Thales and Aquila to define the solution, develop the cost model, and with the Commercial Manager, ensure the proposal complies with NATS Governance. |
Communication Systems Engineer Experience
The job holder will review Notice of Changes (NOCs) from the customer (Aquila / MoD) and Claims and Proposals to the customer (Aquila / MoD / Thales) and lead the definition of the technical solution with the wider NATS Project Marshall team. The job holder will work autonomously within the NATS Commercial Governance Process and manage the team in delivering the best solution to the customer.
The job holder will provide in-depth knowledge, providing direction and leadership to relevant stakeholders including senior managers within NATS and stakeholders outside of NATS, as required to improve NATS solution capabilities.
Project Marshall is a £1.5bn MoD contract awarded to a 50:50 partnership between NATS and Thales to upgrade and maintain, for 22 years, the air traffic systems at c. 100 MoD sites in the UK and overseas.
NATS Services subcontracts are c. £300m.
Role in the Marshall Team: Reporting in to the Solution Lead, this role will review the NOCs / Claims / Proposals and lead the technical solution. The job holder be part of a 3-man team and work closely with a wider team ensuring team members understand objectives, roles and accountabilities and that commercial governance is always adhered to.
Proposal Composition and Production: Supports and completes the production of the proposal, ensuring delivery within deadlines and within budget, to the required level of quality and to the satisfaction of the Solution Lead and Programme Director
Financial Awareness: Prepares, monitors and control budgets. Manages financial considerations and pricing strategies of the proposals.
Compliance – Act, at all times, in accordance with the MOD authority standards and policies as well as the NATS Management System, to ensure:
• Defined legislative and regulatory requirements are met for all assigned assets.
• Applicable standards and processes are defined, maintained and are implemented (e.g. security, interoperability, safety, assurance, design baselining and change control)
Safety – Ensures safety impacts are considered in the solution so that it meets all customer and regulatory safety requirements. Foster an open and approachable working environment that encourages individuals to raise and resolve potential safety issues.
Risk Management – Identify and manage any business risks arising from technical activities.
Supplier liaison – work with the Supply Chain Manager in supporting and reviewing suppliers to ensure their solution design and asset delivery is capable acceptance.
Customer Focus: Has an excellent working relationship with customers developing a relationship of mutual trust. Is proactive in shaping both customer needs and the capture plan to meet them. Keeps customers fully informed of progress, if appropriate.
Experience, Qualification & Skills
Academic Background: Degree in an Engineering discipline or other equivalent relevant professional qualification.
Knowledge and Appreciation of NATS operations: System Engineering experience (preferably within the Air Traffic Management environment or equivalent regulatory / safety environment). A breadth of knowledge and appreciation of NATS operations. An in-depth understanding of the interactions between ATM operations and how they could be applied to and benefit external customers. Applies knowledge to be influential in the development of customer solutions.
Knowledge of NATS organisation: An in-depth knowledge of the NATS's organisation and the department’s customers and stakeholders. An in-depth understanding of the interactions within the organisation and how the Project fits into the wider organisation.
Quality of work: Produces persuasive, well documented, high quality documents. Actively determines when work is of a sufficient standard.
Negotiation: Ability to present clear and persuasive arguments within the bid team. Can contribute to the negotiation of contracts and lead customer negotiations, if appropriate.
Team working: In cross-functional teams including staff from outside of NATS and the UK, an ability to lead, motivate and inspire an effective team culture, by promoting team spirit, keeping others focussed and supporting colleagues. Able to communicate effectively within a multi-disciplinary environment taking into account different perspectives and able to moderate different viewpoints.
Management and development of staff: Proven track record in People Management / Leadership of multi-disciplinary teams.
Communication, Influencing and Networking Skills: Demonstrates an ability to communicate with others and effectively conveys oral and written communications with internal and external customers. Has the ability to recognise and generate the appropriate form of communication for a variety of circumstances. Provides input to senior management on a regular basis. Proven interpersonal and presentation skills at all levels within and outside NATS.
Strong track record of delivering complex programmes across multiple sites.
Commercial Skills: An in-depth understanding of NATS's commercial environment and the contribution that the job holder can make to it. Identifies opportunities and leads work to improve P-Win of the solution, with an expert understanding of associated commercial implications.
