Job Summary
AECOM is actively seeking an Regional HR Director in our Sacramento, CA office. The Regional HR Director will provide leadership and expertise in support of assigned DCS client organization to enable delivery of sustainable growth and profitability through excellence in our people, processes and values.

The Regional HR Director role is responsible for managing and directing the activities of the Human Resources function. This individual works closely with business leaders to ensure HR programs and services are in place to support and drive key business objectives. In this role, the Director leverages services from the Centers of Excellence in the areas of Talent Acquisition, Performance and Rewards, Diversity and Inclusion, Organization & Employee Development, Compensation, Benefits and Global Mobility. We are seeking an individual with a solid HR business partner background and demonstrated change management experience to function as a strategic business partner who has experience directing a broad range of human resources initiatives and programs. The selected individual will be able to lead cultural change, build internal business partnerships, and provide coaching to develop others, challenge the status quo and offer creative solutions to business issues. Candidates must possess strong interpersonal and project management skills, have previous experience in a large publicly traded organization, preferably in a technical professional environment.

The responsibilities of this position include, but are not limited to:
  • Provide leadership and expertise for following Human Resource (HR) functions: employee relations, compensation, employee engagement practices, training, leadership development and coaching, organizational change and communications for a client group
  • Working with all groups within the HR function, translate business strategies and objectives into the appropriate HR actions and initiatives
  • Drive completion of HR and client objectives through influence and working through others in the HR and client matrix
  • Coach business leaders on issues of effective team building and organizational effectiveness
  • Ensure proper implementation and execution of HR programs and initiatives, including those that are enterprise-wide
  • Manage employee relations issues with an eye towards ensuring AECOM remains an employer of choice
  • In partnership and in accordance with Talent Management COE, advise and facilitate people management, career development and training
  • Develop and implement programs which foster sound employee relations and engagement
  • Measure and monitor key HR performance indicators with focus on improving retention, time-to-hire and other metrics as appropriate
  • Develop appropriate human resource plans in support of key business needs in a dynamic, changing environment and develop / implement appropriate change management plans as required
  • Perform a leadership role in developing leaders who are talent magnets and scouts
  • Partner with HR Centers of Excellence and client leadership in areas of recruiting, selection, performance management and career development
  • Consult with the clients to define roles and missions, design the organizational structure, and improve organization effectiveness
  • Lead and facilitate change efforts, including cultural change, HR procedural change and enterprise organizational change as needed
  • In partnership and in accordance with Compensation COE, provide counsel in the design and implementation of compensation and recognition programs
  • Provide support or deliver training on a variety of Human Resources topics including interviewing and EEO compliance
  • Conduct annual reviews of organizational design
  • Facilitate communications throughout the organization including employee surveys
  • Act as an impartial advocate to ensure that all individuals receive fair and equitable treatment

Minimum Requirements
  • Bachelor's degree from an accredited university or college
  • 10 years' experience in a variety of Human Resource positions, both staff and client based
  • Proven training ability
  • Strong interpersonal and leadership skills
  • Sound judgment, business acumen and the ability to make a contribution to the business as a whole
  • Must have outstanding interpersonal and communication skills, both verbal and written, as well as the ability to communicate at all levels of the organization
  • Experience operating as a Human Resources business partner in a large, publically traded organization
  • Must be effective at influencing management
  • Capability, energy, experience, presence and outlook to quickly establish HR's credibility with the senior leadership team
  • Thrives in an unstructured environment and requires minimal supervision
  • Experience in navigating efficiently through a matrix organization with informal roll up your sleeves and get it done leadership style that is people-centric, effective and marked by a high level of energy
  • Proactive in developing and effectively introducing alternatives to current HR practices as appropriate
  • Ability to operate in a positive, helpful and productive manner
  • Well-developed teambuilding and influencing skills, unquestioned integrity, and the experience, confidence, and stature to effectively address sensitive HR issues
  • Ability and desire to embrace and manage and able to deal with ambiguity effectively
  • Ability to travel as needed throughout the region

Preferred Qualifications
  • Master's degree in Business Administration or Human Resources (MHR, MILR, MBA)
  • Program and project leadership skills
