Working to the Performance and Improvement Manager the post holder will support the Health and Community Services directorate to fulfil the requirements of the statutory adult social care performance management framework and the council's own performance management framework. \the post holder will provide assurance that adequate performance systems are in place to deliver accurate and timely corporate and statutory requirements.
To project manage all performance reporting to Government departments, regulators and auditors ensuring that accurate information is submitted on time.
To ensure the availability of information to enable the Council, directorate and partners in making strategic and operational service delivery decisions, setting priorities for improvement and meeting statutory performance and improvement requirements.
To project manage the provision and timely availability of all performance and management information.
To provide analysis to support target setting for both local and national performance indicators and to monitor target improvement action plans.
To produce high quality and timely weekly, monthly and quarterly performance and data quality reports and ensuring robust working papers/audit trails are in place.
To support managers to 'self serve' using existing information and performance management systems.
To lead on projects that involves managing the input of others across the directorate and key partners.
1 Act as the performance analysis lead for health and wellbeing and adult social care, developing, embedding and owning the adult social care performance management framework, and championing a high performance and value for money culture, in partnership with colleagues in the team, the Commissioning Division and the wider department.
2 To be responsive to service needs, flexible and adaptable, and able to develop and manage relationships with a wide range of managers and services
3 To support the design of systems and processes; diagnosing and providing solutions to performance problems; supporting services to change the way they do things; and helping services to make the best use of their resources
4 Enable Adult Social Care and Health and Wellbeing divisions to plan and performance manage their business effectively and efficiently
5 To support services in fulfilment of the performance management framework and provide assurance that adequate performance and information management systems are in place to fulfil directorate and statutory requirements
6 To support the full implementation of the new DH Outcomes Framework and annual Quality and Outcomes Data Set
7 To deliver the Department of Health, Care Quality Commission, and Information Centre and other Government departments statutory performance requirements including submission of accurate and timely annual and quarterly statutory returns and adult social care and carers surveys
8 To provide advice to managers on a wide range of performance issues including target setting, data collection, benchmarking, inspection preparation and quality assurance
9 To produce high quality and timely management information and performance reports including the monthly key performance reports
10 To ensure the availability of accurate and timely information to inform commissioning and service development initiatives
11 To prepare detailed analytical reports for a number of forums outlining performance and progress towards key service improvement targets, and identifying risk areas
12 To research and collate performance information and provide briefing papers on key performance trends
13 To critically analyse data collected from a wide range of sources (financial, customer, performance) to provide managers with insight into performance issues, and to identify action to address
14 To carry out analysis of different sources of data across the directorate and partner organisations (eg Health services) to provide evidence base and intelligence to support the Performance and Improvement Team in developing a programme of service reviews and other improvement projects
15 To lead on in depth analysis, comparison, and interpretation of highly complex data sets from a number of information sources to ascertain levels of compliance with performance targets, benchmarking and provide expert advice and evaluate potential risk and options for future action
16 To ensure the directorate has quality and timely information to make effective business decisions
17 To develop project/work plans and procedures to manage all statutory and local performance and information requirements
18 To support the development of measurable Key KPI's and Outcomes
