Reporting to the President, Aecon Concessions, the Vice President, Aecon Concessions, is responsible for leading and/or supporting Aecon Concessions' P3 project pursuits including project development and execution, as well as providing services and support to other divisions of Aecon where Concessions services are required.

Key Responsibilities
Essential functions and responsibilities include:

• Active participation in strategy and formation of consortia including negotiation of terms of cooperation through bid phase and execution
• Represent the organization, or delegate representatives to act on behalf of the organization, in negotiations or other official functions
• Concessions lead on select projects in development activities during project bid and execution phases with functions including but not limited to:
o acting as bid director/co-director
o leading or co-leading finance committees
o managing commercial negotiations related to the various consortium level and project level agreements
o selection, management and oversight of key advisors including financial, tax, insurance, legal and technical
• Work in cooperation with other units of Aecon participating in Concessions projects
• Financial advisory services to other Aecon divisions requiring project financing
• Keep abreast of all aspects of P3 project development and financing
• Protecting and enhancing quality and value of investments
• Developing comprehensive financial projections from project commercial parameters, contractual relationships, risk assessment and mitigations
• Structuring and raising competitive financing in support of Aecon's bids/negotiations for infrastructure projects
• Management of relationships with institutional investors, financial advisors and capital providers
• Identification and screening deals for economic, financial and political viability
• Market intelligence
• Represent the company or delegate representatives to act on behalf of the company in negotiations or other official functions
• Co-ordinate the work of regions, divisions or departments
• Continuing financial and monitoring support to existing projects
• Coordination and preparation of presentations to PRC and Aecon Boards for project updates and approvals
• Select middle managers, directors or other executive staff; delegate the necessary authority to them and create optimum working conditions


• Active role in helping Concessions and Aecon achieve success in P3 pursuits and to achieve business objectives and financial goals


• Delivery of Concessions' financial targets relating to project development and management

Supervisory Responsibilities
• Leading multi-discipline project teams typically in a matrix structure with or without direct supervisory responsibilities
• Represent Aecon's interest in undertaking broad project development and financing initiatives in very large projects and transactions with partners and complex consortium structures
• Ability to supervise staff in various areas of responsibility

Required Knowledge & Skills
• Bachelor's degree in business administration or finance
• Several years' experience at a vice president level
• Several years' experience pursuing P3 projects in Canada and internationally
• Previous experience negotiating complex sale and purchase agreements
• Several years' experience managing and supervising a team
• Experience drafting complex Prequalification and Invitation to Tender documents
• Several years' experience managing and advising construction companies on aspects of their finances, taxes and accounting
• Previous experience managing tax/accounting/treasury implications for a major construction organization
• Several years' experience in business development
• Several years' experience working on international joint venture projects or PPP projects
• Several years' experience working in concessions in the construction industry
• Exceptional partnership and relationship skills
• Well versed in all aspects of project development and project financing
• Strong team player, internally and externally
• Understanding of government policies
• Strong negotiating capabilities
• Strong understanding of international banking systems, legal and commercial frameworks and sector regulations
• Ability to converse proficiently in project technical details
• Ability to adapt to varied project contexts and partnerships
• Flexibility to travel extensively and work in many different cultural settings.
• Possess a strong business network
• Excellent written and oral communication skills required
• Must speak English

• Target Base Salary - $200,000 - $275,000/year CAD, 40 hours/week
