The Keeyask Generating Station project involves development and construction of a hydroelectric generating station on the lower Nelson River northeast of Winnipeg, Manitoba. The project includes the General Civil Works contract, including the spillway, dams, dykes, channels, excavations, and roads, as well as the generating station itself and the construction of the camp and related infrastructure. Bechtel are operating as part of a partnership with Barnard Construction and Ellis Don as BBE Hydro Constructors. This project is located in a remote subarctic location and offers a rotational leave work schedule. Currently the work schedule consists of 21 days on site, followed by a 10day leave - these 10 days off are consecutive days, including travel time.
Summary of Role
The Quality Assurance Manager will be fully occupied in performing internal and external audits, site supplier visits, and evaluating level of conformity with the requirements of the contracts and established procedures. Additionally experience of continuous improvement methodology is desirable to help QA identify root causes and propose potential improvement actions
Directs quality activities on a project, communicating with engineering, procurement, construction, administrative services, testing, operations, decommissioning, and other project personnel to ensure management goals and objectives are met.
Coordinates the preparation of and establishes the quality program/plan within the project.
Reviews and approves quality‑related procedures prepared on the project to ensure compliance with the project quality program/plan. Trains quality personnel assigned to the project. Coordinates, supervisors, and/or participates in the project auditing and monitoring program to verify the effectiveness of the project quality program/plan.
May maintain client liaison and communication for project quality related activities.
May represent the project during quality assurance audits conducted by the client, management, or regulatory agencies.
Reviews project schedules for quality‑related activities to ensure timely and effective implementation of the project quality plan requirements.
Identifies quality problems, initiates documented action and verifies implementation of solutions. Manage the project corrective action NA and/or coordinates stop-work action, when warranted.
Forecasts job hours and monitors charges to the project quality budget.
JobKnowledge& Qualifications Technical knowledge in the application of engineering, environmental science, procurement, construction, testing, or operations practices sufficient to comprehend specified engineering, environmental, procurement, construction, testing, operations, and regulatory requirements. Broad knowledge of the quality principles and their application to engineering, environmental, procurement, construction, testing, or operations.
Knowledge of the application of corrective actions to reconcile nonconforming conditions.
Knowledge of regulatory requirements and functions which impact the quality program/plan.
Knowledge of Root Cause Analysis , High Level - Mid Level Process Mapping, application of Fishbone Diagrams and FMEA
Lead Auditor Qualified.
Proficiency in oral and written communications.
Proficiency in providing direction and on the job training to assigned personnel.
This knowledge is normally acquired through one or a combination of the following:
a recognized degree in an engineering or scientific discipline, or
specialized courses in engineering, quality, personnel administration or a specialized discipline, and
practical work experience in fields of engineering, environmental science, procurement, construction , testing, or operations
