Blueprint Recruitment Solutions are currently looking for a Highway Inspector/Supervisor to work for a leading highways service provider. They are currently working with Essex County Council and need the post holder to assist with the investigation, design, planning, programming, and the implementation and monitoring of maintenance works programmes. You will be reporting directly to the Senior Engineer and delivering the planned works and services within their function and ensuring that the challenges of delivering the vision and priorities of the County Council and Essex Highways are met. The ideal candidate will have experience of Footway and Carriageway maintenance as well as a sound knowledge of Highway Legislation.|
Highway Inspector/ Supervisor
Location: Chelmsford, Colchester of Childerditch
Duration: 3 Months
To assist with the identification, preparation, design, planning, programming and ordering of work and services.
To provide timely and accurate advice to County Councillors, District Members, Parish Councils and the general public on all highway related matters as required.
To contribute to the teams performance in providing speedy and courteous responses to queries and complaints in accordance with relevant targets and standards.
To provide assistance to the team in relation to all aspects covered within the function of the group.
Support the implementation of strong budgetary control and financial management.
To assist with the identification of schemes and services for the future platforms as appropriate.
Support Health and Safety, Environmental Management System, Quality Management System and Construction Design Management in a positive and constructive manner, with the aim of minimising work related injuries by implementing ECC and Essex Highways policies and procedures.
Assist with the use of the systems and data for collating and reporting relevant performance and management information.
To appear as required as expert witness at Crown Court, Public Inquiries and Hearings, prepare detailed evidence as specialist on practice issues and liaise with Counsel and solicitors in case preparation.
Understands the overall functions, aims and directions of Essex Highways, and how their specific area of responsibility fits into those objectives.
Knowledge, Skills and Experience:
HNC, A-level education or equivalent qualification, or experience in highways.
Membership of or working towards a relevant Professional Institution is desirable including evidence of continuous professional development.
Knowledge of Highway Legislation, relevant design procedures and standards and good practice.
Knowledge of budgetary governance and controls.
Knowledge of relevant engineering or service techniques and procedures including the use of specialist software tools as required.
Appropriate knowledge and application of Health and Safety legislation including Construction (Design & Management) Regulations.
Ability to prioritise own work to support business priorities. Manages own performance and seeks feedback to improve where identified.
Ability to build and maintain effective working relationships with key people both internally and externally.
Conversant with Microsoft applications - Word, Excel, Access and PowerPoint.
Required to be mobile throughout an operational area (or throughout Essex or similar where more appropriate) and therefore a valid driving licence and use of car where not provided, unless the role can be undertaken effectively by alternative transport arrangements.
Good written and verbal communication and interpersonal skills (including report writing).
Proven ability to act as a valuable team player
