Bechtel has partnered with United Kingdom's Ministry of Defence to help transform the Defence Equipment & Support (DE&S) organization. The DE&S organization develops, procures and supports all military equipment for the British Armed Forces, and has prioritized mission delivery at an improved value for the taxpayer.

A demanding role supporting the transformation of the client's organisation to improve project management, project controls and commercial skills, the Project Manager is responsible for planning and executing training and coaching to client Project Managers (PMs) with accountability for project delivery through the life cycle from concept to disposal. Supports the oversight by the customer of the development of budgets and schedules, performance management, progress reporting, and action to assure project objectives and schedules are met and work is performed to scope, cost, time and within acceptable levels of risk. Conducts training, including rudimentary training needs analysis and the delivery of PM ways of working/procedures - training on the job is available to support this aspect of the role. Supports client PMs who resolve problems and seek to develop their leadership for the development and maintenance of a high performance client project team.

Requires knowledge and experience of the project management function, the way in Bechtel that it operates and our project management ways of working. Specifically, requires strong communication and inter-personal skills and the ability to think on your feet. Interfaces directly with the client to influence their leadership behaviors and develop their project management knowledge and delivery skills.

Provides advisory support and training to client PMs in the following project management areas:
  • Establishing an appropriate, integrated organizational structure for project management, including off project functional and specialist support. Define and communicates roles, responsibilities and authorities to project team members/partners and the Client to ensure project completion in a safe manner, within budget, on schedule, and in conformance with the appropriate standards, specifications and applicable regulatory requirements.
  • Ensuring project scope and objectives are defined, good practices/lessons learned reviewed, detailed work plans, schedules, budgets and procedures are established, including: Execution Plan; Contract Management Plan; Plan for addressing critical cross-functional work processes and systems, including the Client PM's work to obtain concurrence from members of the project team, functional management and the Customer. Review plans for integration of work of multiple execution units or entities, such as Joint Ventures.
  • Monitoring and controlling all contractual commitments to ensure that all work is being performed in accordance with the specifications and terms of the contract, that a trend/change program is in place, that change orders and claims are processed in a timely manner. Implement and maintain a change management control system.
  • Facilitating with project team the development, communication, implementation, update and continual use of the Project Execution Plan.
  • Reviewing and approving project control systems which measure progress/performance, providing early warning of deviations from Plan, and identifying corrective actions to be taken.
  • Identifying quality requirements and ensure the proper processes are identified and implemented to achieve contractual quality commitments. Assess customer perception of quality on a regular periodic basis.
  • Overseeing the Environmental, Safety & Health program, including the office environment and contractor and subcontractor activities.
  • Overseeing the Document Control and Records Management function. Coordinating the documentation at the end of the project. Ensuring that customer standards for documentation and electronic files are maintained, as appropriate.

In addition, in support of the Bechtel management of the DE&S project and our people on assignment to DE&S:
  • Assist in the training of new project managers and other project personnel in key positions through both formal training courses and on-the-job training. Establish a plan to provide training opportunities for project personnel.
  • Promote the management concept of Continuous Improvement (CI) among all members of the project team. Initiate, promote and continually practice team building.
  • Support periodic project and Client meetings consistent with the project communications plan to promote and facilitate communication, review progress/performance, discuss issues and facilitate problem resolution. Support development of the communication plan to ensure effective communications between the project team, the Client and off-project operations, Functional Management, RIU/EU and Senior Management.
  • Support documentation all deliverables and related activities and obtaining Client's final acceptance.

Minimum Requirements:
Experience managing high profile, complex projects up to £200M in size with international partners.
  • Knowledge and understanding of Bechtel standard tools, techniques and procedures including:
    • Project management
    • Project Controls
    • Engineering management
    • Operational and project logistics management
    • Contract and commercial management
  • Demonstrated competency in delivering transformation, including training and coaching
  • Knowledge and experience in Project Execution Plan development and implementation.
  • Knowledge of continuous improvement methodologies.
  • Ability to effectively organize and staff a project team in a functional matrix organization, including:
    • Roles and Responsibilities
    • Knowledge of cross functional work processes and interface knowledge
  • Knowledge and experience in baseline development and implementation including:
    • Work breakdown structure, and scope definition
    • Estimates and resource loaded schedules
    • Operating and capital expenditure
    • Risk and issue management
    • Progress and performance curves and metrics
    • Financial management
  • Knowledge of Bechtel organization, policies, procedures and programs including QA, Safety and stakeholder engagement.
  • Knowledge and understanding of working arrangements with joint ventures, alliances and consortiums.
  • Oral, written and graphic communication and presentation skills.
  • Ability to conduct effective meetings.

Preferred Requirements:
  • Knowledge of industry, technology and work processes, including knowledge of customs, culture and business practices of Region/Country where project is located.
  • Business and Commercial awareness including:
    • Cash flow management
    • Currency management and hedging strategies
  • Experience with lump sum and reimbursable projects.
  • Knowledge and experience in contracts/subcontracts formulation, risk analysis, negotiations, and implementation including:
    • Change control and documentation management
    • Cost trend program and its linkage to change control
    • The hierarchy of requirements documents in case of conflict (RFP, Proposal, Contract, etc.)
  • Knowledge and understanding of Bechtel standard tools, techniques and procedures including:
    • Financial management
    • Automation, including standard office tools
    • Records management
    • Six Sigma/Root Cause Analysis
