Coordination of UK wide purchasing activities for alternative fuels, all energy products including but not limited to Gas, Electricity, Coal and bitumen supply to the Asphalt business in accordance with corporate governance & guidance of sourcing methodologies

*To maintain close working relationships with Technical and Operational staff primarily within the Asphalt and Cement business lines to ensure the efficient coordination of supply

Key accountabilities

*Provides purchasing guidance and assistance to relevant UK functions (e.g., operations)

*Establishes Category Action Teams and then leads the group to achieve the best possible purchasing solutions that satisfy the business requirements including the establishment of robust legal contracts of supply

*Selects, negotiates and maintains motivated approved supplier relationships that deliver agreed cost, service and quality standards on a sustainable basis

*Keeps record of negotiation result according to business case requirements to avoid ambiguous explanations of sourcing strategy. All results to be populated in the relevant tracking tools

*Works with relevant departments to ensure sufficient visibility is created for the business to utilise the benefits of a negotiated contract

*Supports the development and delivery of the annual purchasing plan working closely with both own peer group and relevant functions of the business

*Takes full accountability to resolve supply problems in collaboration with Operations in a timely way including working with Accounts Payable to resolve payment problems when they occur

*Monitors market trends in Fuels, Energy, Bitumen and alternative fuels and uses this information to present forward buy opportunities (in accordance with Group Policy) to the Executive Management Team on a monthly basis. Executes any decisions approved and provides feedback on the outcome at periodic intervals
Development of procurement strategy to achieve quantified savings

*Manages suppliers (selection, contacts, one-face-to-the-supplier) to ensure that supplier complies with the requirements of the contract entered into

*Places/Signs/Negotiates frame agreements/contracts

*Analyses long-term view/market trends and develops category know-how to establish clear strategy documentation

*Builds new supplier relationships and develops alternative sources or solutions

*Derives maximum working capital benefits from supplier relationships in scope
Development of UK purchasing competencies to ensure compliance

*Identifies and regularly communicates with key stakeholders to ensure that they are kept informed of purchasing activity that affects their part of the business

*Trains relevant parts of UK organization in purchasing procedures and policies as may be required from time to time

*Ensures compliance within UK organization through active communication and monitoring

*Develops tools and procedures in conjunction with the Purchasing Admin Team to make purchasing against the assigned categories as efficient as possible

*Monitors actual compliance for respective key categories and supports the business as required

*Obtains feedback of suppliers performance in business lines to deploy or request improvements as necessary

*Holds regular review meetings both with the supplier and internal customers to ensure that maximum benefits are being derived from the negotiated agreement
Progress reporting and management of interface with global purchasing

*Develops reports of trends and developments in specified categories for briefings of board, regional management and operations/users in organisation as required

*Actively supports global lead buyer organization

*Provides details of local business needs and follows up to ensure that they are captured as part of any global purchasing arrangement being established
