AECOM is seeking a Regional Safety Director to be based in our Austin, TX location.
Through collaboration with all AECOM legacy entities, Industrial Manufacturing will establish a design build/EPC design and construction organization to service our clients' needs in the manufacturing and mission critical markets. This group will supply world-class project execution solutions to our clients throughout the world, focusing on automotive, foods and consumer products and mission critical markets.
Responsible for Safety programs within the Construction Services Business line, focused on the Industrial Manufacturing market sector with a primary focus on Mexico projects. The overall objective of this position is to design, implement and monitor Safety programs for the expanding Industrial manufacturing market sector, primarily in Mexico, following guidelines established by the business line, the designated country, and the client. Strive for Safety Excellence. As a Regional Safety Director, work with management within the business line and the Corp Safety Shared Services group to establish operational objectives and work plans, delegates assignment to subordinate managers. Reviews objectives to determine success of operation. Develops, modifies, executes company SH&E policies and procedures that affect immediate operations and may have company-wide effect. Works on issues where analysis of situations or data requires an in-depth knowledge of organizational objectives. Implements strategic policies when selecting methods, techniques and evaluation of criteria for obtaining results. May be responsible for managing staff function and may not have subordinate managers (depending upon size and project plans).
Programs include OSHA and AECOM required training, specific Mexico-required programs and training programs, input to health and safety plans, use of subcontractors, incident investigations and follow-up.
This position will be client-facing to support various Mexico-based Industrial Manufacturing projects, as the Market sector grows, with a special emphasis in automotive manufacturing plants. Working with the SVP for Industrial, Construction Services, the Corporate Officer, and onsite safety managers/professionals (Contract or direct hire), the Regional Safety Director will respond to client SH&E requests, work with other safety professionals in monitoring and resolving incidents related to safety investigations and corrective action follow-up.
Safety Program: Develop and manage a safety program, policies and procedures that includes qualifications for contractors, hazard analysis, reporting requirements, contractor orientation, emergency planning, role and responsibilities, and other elements of a high-performing safety program consistent with the Construction Industry Institute's Zero Incident Technique. Regular update and maintenance of program.
Develop processes to recognize contractors with superior safety performance in a manner that reinforces to all contractors desired safety performance.
Run regular Safety team meetings with Site Safety managers, contractors and clients.
Metric Reporting: Establish, and manage and report to Construction Services and AECOM Corporate executives and clients on leading and lagging metrics.. Establish targets and goals consistent with safety excellence. Develop report card style reporting tool and regular review by senior Program Management and Client. Make recommendations, and monitor corrective actions assigned to contractors and others.
Oversight of job safety inspection visits: Together with the assigned Safety managers for each project, perform field site safety visits as necessary to observe Field Safety Inspectors. Assist in identifying additional areas of concern or noncompliance, as well as, troubleshoot key identified and reported safety issues. Provide ongoing evaluation of Field Safety Inspectors performance and site conditions to help identify trending and consistency related to hazard identification and corrective actions. Utilization of AECOM LIfeGuard tool (or similar) to monitor effectiveness of hazard identification process.
Contractor Qualifications: Together with the site safety managers for each project, establish and monitor criteria for contractor qualification to include analysis of leading and lagging metrics, verification of an existing and effective safety program (tool box talks, training, orientation, drug and alcohol, fit for duty, hazard analysis, site inspection, incident investigation etc.), and qualifications for safety supervisors, prior to award of program work. Conduct review of contractor safety qualifications; establish process for communication reviews and making recommendation to project teams on contractor selection.
Program Integration: Establish framework for coordination with Risk Management, Insurance, Quality, Legal, Finance, Human Resources, Project Management and other functional areas to integrate safety into overall operations.
Incident Reporting and Investigation: Develop and manage a program wide incident investigation process that brings involved parties together, includes root cause analysis, corrective action plans and program-wide lessons learned communications. Utilize AECOM Industry Safe tool for incident management.
Senior Project Management Safety Observations: Manage and facilitate reoccurring senior program management safety observation program to assist senior PMs in demonstrating management commitment to the program safety program.
Contractor Safety Council/Safety Committees: Establish and manage a program wide Safety and Environmental Committee to include contractor representatives with the purpose of educating contractors, communicating lessons learned, receive feedback on safety programs, deliver recognition of contractors with superior safety performance.
Manage training program for project management staff that includes, 30/10 OSHA Construction outreach, CPR First Aid, Defensive driver training and other applicable training areas. Monitor completed training as a leading metric and report to senior management on progress. Has extensive knowledge of Country, region and city health and safety regulations, as well as required reporting procedures.
