To ensure the efficient delivery of the Commissioning phase of the Waste to Energy projects, with due consideration of the SHE and costs implications to the business in consultation with the Construction Manager. The role encompasses input to the design process and providing a commissioning overview to the project team and includes preparation of detailed procedures to cover the commissioning activities and ensuring the availability of records demonstrating the configuration and testing completed.
To ensure that the installation activities are completed by the site team to the project programmes and in a sequence that promotes efficient commissioning.
To support the Construction Manager in the successful handover of the projects through collaborative management of snags / defects and demonstrating that quality criteria are met through completion of a performance test process.
The SCE shall ensure that the design team is supported throughout the project lifecycle by attendance at key design meetings, specific and relevant factory tests/ inspections together with input to HAZOP studies. The SCE shall undertake validation of design deliverables to ensure that they are sufficiently detailed and complete to avoid delays to site activities.
The SCE will prepare the detailed Commissioning Plan and obtain internal agreement with the Commissioning Manager and site team prior to submission for Client approval. The Commissioning Plan shall be supported by a detailed Commissioning Programme (produced in collaboration with the project planner) the clearly identifies the interfaces with construction and installation activities and permits optimum delivery by commissioning resources.
The SCE shall arrange and chair commissioning meetings at regular intervals, as agreed with the Client during the MEICA installation and commissioning phase of the project, whilst ensuring that minutes are prepared and issued. The SCE shall produce documentation that allows HAZCOMM reviews to be completed and ensure that the actions identified are recorded / addressed without delay to the project.
The SCE will coordinate the site commissioning activities with company / Subcontract resources to ensure that the project specific requirements and programme are met, seeking guidance from the Project Manager and MEICA Site Manager in the resolution of conflicts.
The SCE will ensure that commissioning documentation is either completed or provided by the CE(s) / CA(s) to verify that testing has been completed as required by the test schedules. The SCE will produce, and publish to the collaboration tool, the stage completion reports appropriate to the project and the testing completed.
The SCE will ensure that the training plan content is delivered in accordance with the programme requirements for the project, including the coordination of suppliers / subcontractors where specialist training is necessary. The SCE will ensure that feedback from the trainees is obtained after each session, and shall review this information with the MEICA Site Manager / Client representative prior to the issue of the Training Feedback Report through the collaboration tool.
The SCE will be responsible for the marking up the draft O&M Manuals (including the drawings for as-built records) during the commissioning phase of each project, which shall then form the basis of the final version for issue prior to completion.
The SCE shall undertake auditing of the commissioning documentation with due recognition of the project programme to ensure that accurate and completion records are maintained throughout the project lifecycle, including reporting to the Commissioning and Construction Manager at agreed intervals.
The SCE shall ensure that an Acceptance / Performance Test Report for each project, using the standard format, at appropriate programme stages and at the completion of any specified trials. This report shall be reviewed and accepted by the Commissioning Manager / Client representative as part of the handover process.
The successful candidate must:
* Have extensive experience in the waste industry.
* Be able to demonstrate the ability to lead small commissioning teams and manage the interface with the Client on a regular basis including the prompt resolution of issues affecting project progress
* Have a good working knowledge of the Microsoft Office applications.
* Be able to demonstrate an understanding of health, safety and environmental approaches
* Be able to demonstrate an understanding of waste industry processes with particular emphasis on mechanical handling, boiler and turbine generator systems.
* Be able to demonstrate an understanding of mechanical and electrical equipment used in the waste industry.
* Be able to demonstrate a structured approach to the commissioning of plant, equipment and processes used within the waste industry
