The Program
Here is your opportunity to work on the first ever high-speed rail program in the U.S. while growing your career on a groundbreaking project. The California High-Speed Rail program will connect the mega-regions of the state, contribute to economic development and a cleaner environment, create jobs and preserve agricultural and protected lands. By 2029, the system will run from San Francisco to the Los Angeles basin in under three hours at speeds of more than 200 miles per hour. The system will also extend to Sacramento and San Diego, totaling 800 miles with up to 24 stations.

The Role
The California High Speed Rail Authority has awarded WSP | Parsons Brinckerhoff the Program Management role within the Rail Delivery Partners (RDP) program delivery team. As a result we have an immediate opportunity for a Right-of-Way Technical Specialist, to provide project coordination and analytical support to Authority and RDP staff and management, and coordinate with the Authority, RDP, ROW consultants, engineering consultants and others on data and document management for ROW. The role will include ROW Engineering, Design & Construction, property management, excess lands management, and related project management functions. It will provide technical and analytical support to the Authority, RDP, ROW Consultants and ROW Engineering consultants on ROW database usage and data entry. The principal duties include:

      • Tracking design changes / change control process, including Permits to Enter, Utility coordination and Excess land/property management
      • Providing database technical support and training to the Authority's ROW Team
      • Providing technical guidance and support for the Authority's Technical/Contract Managers
      • Gathering requirements and requested modifications to the system and reports to match Authority processes
      • Developing/updating and maintaining the user manual
      • Facilitating coordination and communication between Authority, RDP, ROW-E and ROW-Consultants
      • Attending project status meetings to obtain status updates, prepare minutes, and document action items
      • Provide input and review of ROW acquisition plans, status and reports
      • Applying and administering procedures and protocols to support and promote improvements in process, efficiency and quality
      • Interfacing directly with the ROW Consultants to provide technical guidance and to monitor compliance with process and procedure

Job Requirements
The Requirements

      • Bachelor's degree or equivalent experience in Real Estate or Right-of-Way
      • At least five years' experience in Real Estate or Right-of-Way, including project coordination, document management, database support or analyst work
      • Ability to develop a high level of knowledge of Real Estate practices in California including Property Acquisition Law and the required Right of Way process's and protocols for California public works projects
      • Ability to learn ROW project planning and delivery of the ROW portion of major infrastructure projects in compliance with the Uniform Relocation Act
      • Strong communication skills, and demonstrated ability to work with a diverse team
      • Experience and proficiency with Databases, Excel, Outlook and Word
      • The ability to work in the United States immediately is required, local candidates preferred
