The Program
Here is your opportunity to work on the first ever high-speed rail program in the U.S. while growing your career on a groundbreaking project. The California High-Speed Rail program will connect the mega-regions of the state, contribute to economic development and a cleaner environment, create jobs and preserve agricultural and protected lands. By 2029, the system will run from San Francisco to the Los Angeles basin in under three hours at speeds of more than 200 miles per hour. The system will also extend to Sacramento and San Diego, totaling 800 miles with up to 24 stations.

The Role
The California High Speed Rail Authority has awarded WSP | Parsons Brinckerhoff the Program Management role within the Rail Delivery Partners (RDP) program delivery team. As a result we have an immediate opportunity for a Field Safety and Security Manager. This position reports to the Authority's Safety and Security Risk Manager and is responsible for overseeing all field safety and security program activities. The position will be based in Sacramento but will have Statewide responsibilities and require travel. The principal duties of the Field Safety and Security Manager include:

Management of the Authority's safety and security program for field activities
      • Develops and maintains corporate safety/security field documents (i.e. Field Safety Handbook, Incident Notification Procedure, etc.)
      • Conducts training and provide guidance for Authority and RDP employees
      • Provides functional oversight and auditing of the safety and security activities of the Project and Construction Management team (PCM)
      • Responds to accidents/incidents requiring investigation and follow-up when directed
      • Provides audits/inspections of Authority field activities for compliance with safety and security requirements outside the construction packages
      • Coordination of third-party safety/security requirements on a programmatic level
Management of the Integrated Safety Management System
      • Provide user support for Integrated Safety Management System
      • Management of technical updates and coordination with the IT group
      Oversees reporting of safety and security field activities
      Input of field safety/security data outside the Construction Packages
Development of S/S contract requirements and review of Contractor submittals
      • D/B Contractors
      • Project Construction Managers (PCMs)
      • RDP and Subs
      • Others as required
Provides support to Authority's corporate health and safety program
      • Training and guidance
      • Audits and reporting
      • Program plan development and update
      • Accident investigation
Also supports activities as directed by RDP System Safety and Security Managers.

Job Requirements
The Requirements
      • At least ten years in construction safety/security environment, preferably in California
      • At least five years of management experience in a safety-related field preferred
      • Certifications: OSHA 502, CPR/First Aid, and safety professional certification (CHST, CSP, WSO, TSSP or ASP) preferred
      • Ability to work across disciplines and with a wide variety of people
      • Database management skills for Safety Management System
      • Experience with hazard management skills: JHAs, Threat/Vulnerability Assessments, Accident Investigation, Action Plan development
      • Experience in rail transportation safety or security preferred
      • Experience working with FRA or FTA safety/security certification programs preferred
      • Excellent communications skills a must (written, verbal, presentations)

Candidates must be eligible to work in the US immediately. Relocation will not be provided.
