Responsibilities for this Position:

General Dynamics Mission Systems has an immediate opening for a Program Performance Management Analyst to join our team. The position provides an opportunity to develop the cutting-edge technology that supports some of our nation's fundamental defense services. General Dynamics Mission Systems employees work closely with esteemed clients to develop solutions that allow them to carry out high-stakes national security missions.

This position is responsible for providing cost and/or schedule management and analysis related to established development programs for major component or small system, or production or logistics programs, single or multiple contracts typically valued up to $20M per year. The analyst will develop the program cost and/or schedule baseline within the contract parameters in conjunction with the program team. The analyst will also analyze program performance (historical and predictive), and monitor the forecasted completion data.

Duties and Tasks:
  • Collect, update, and analyze program performance data, prepare historical and predictive measures, and review results and recommendations with program manager and program leads.
  • Integrate subcontractor cost and/or schedule data and/or material data into program data.
  • Ensure program schedules are horizontally and vertically integrated and resolve network logic conflicts.
  • Apply advanced schedule techniques and analysis (health and quality checks, resource loading, risk analysis).
  • Analyze critical path to identify and manage schedule risk.
  • Prepare timely, accurate program review documents.
  • Present documents to appropriate audience.
  • Prepare timely, accurate customer required documents and review with program manager and department manager.
  • Coordinate forecasted Estimate At Complete (EAC) data with Finance organization.
  • Develop the time-phased budget and/or in conjunction with program team to meet all contract and program objectives.
  • Update program time-phased budget and/or schedule and associated documents to ensure latest contract modifications and related requirements are incorporated.
  • Interface with multiple IPT leads and PMs primarily at a single location.
  • Foster an environment of trust and teamwork: build collaborative relationships, internally and externally.
  • Communicate professionally and effectively with employees and customers.
  • Work on multiple projects in a fast-paced environment.
  • May be responsible for a small contract with an Earned Value Management System (EVMS) requirement.
  • Partner with functional groups.
  • Mentor junior members of the team.
  • May support proposal basis of estimate activity.

Interface requirement:
  • Contact with internal Program Management, Finance, Contracts, Engineering, Supply Chain Management, and Manufacturing. Contact with external customers and vendors.

Basic Qualifications:

Bachelor's degree in Business Management, Finance, or related field or equivalent combination of education and directly related work experience is required. In addition, a minimum of 5 years of work experience is required.

Required experience:
  • Program performance management and Earned Value Management (EVMS).
  • Proficiency with Microsoft Office, to include Excel, PowerPoint, Word. Earned Value Management and scheduling tool experience required. For example: MPM, Cobra, wInsight, MSProject, Primavera.
  • Experience in coordination of program requirements across planning stages with multiple subcontractors.
  • Domain knowledge in program and/or product life cycle and financial processes.

Due to the nature of work performed within our facilities, U.S. citizenship is required.
