Project Summary:
Bechtel leads an integrated international team undertaking a complex, high-hazard project to safely confine the reactor in Chornobyl, Ukraine that was damaged in 1986 in one of history worst nuclear NA Chernobyl Shelter Implementation Plan (SIP) is a €2.2B program to convert the existing Object Shelter over the damaged Chernobyl Unit #4 Reactor into a safe and stable state with a 100-year design life that will allow adequate time for decommissioning and dismantlement of the facility. The SIP program is funded by an international community of Donors headed by the G7 nations. The European Bank for Reconstruction and Development (EBRD) acts as the administrator of funds. Bechtel's role in the SIP is Project Management Services. The Client is the State Specialized Enterprise - Chernobyl Nuclear Power Plant.

Role Overview:
Combined electrical, instrumentation and controls engineer. Responsible for the electrical, instrumentation and controls interfaces with the New Safe Confinement design/build contractor. Must have experience with basic electrical distribution system up to 6kV, motor control centers, diesel generators, lighting, security systems, fire detection and suppression systems and power supply to industrial equipment system such as HVAC systems and large overhead traveling cranes. In addition, it is preferred that applicant have instrumentation and controls experience with HVAC controls including humidity controls, control of remote operated cranes, access control systems, communication network, integrated systems and closed circuit video monitoring.
Control systems will include wireless communication, fiber optic and hard-wired networks integrated into Central Control System.
Responsibilities include design coordination, document review coordination with equipment suppliers, and
some surveillance of supplier activities. Work will be done to European codes and standards. International experience helpful. Russian and/or French language capabilities a plus. Skilled in oral and written communication, with demonstrated ability to present complex electrical and control systems information to management/client. Thorough knowledge of and demonstrated experience in working with electrical and control systems engineers from various construction and engineering firms. Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.

General Duties:
  • Develops and implements instrumentation and control requirements for NSC design, helping mature the design from conceptual to ready for construction. Creates and implements design oversight process to ensure the conceptual and detailed designs are consistent with the project requirements. Reviews design work products from design build contractor, their subcontractors and suppliers. Interfaces with electrical, instrumentation and controls counter parts in the design build contractor organization. Identifies and resolves design issues with the design build contractor.
  • Watches electrical, instrumentation and controls work scope and identifies any trends. Answers relevant requests for information from the design build contractor. Provide support to the contractor on understanding of how to design a control system to perform safety functions. Portions of the electrical and control system design are designed to nuclear safety standards. Assists in the resolution of relevant design build contractor request for equitable adjustments and change orders.

Basic Qualifications
  • Bachelor's Degree in Electrical Engineering from an accredited school with 6 years of related experience; or 12 years of related experience with engineering, programming or startup of electrical & control system
  • Must pass an annual physical exam.

Minimum Qualifications
  • Extensive knowledge on electrical systems, schematics and electrical equipment layouts
  • Extensive knowledge of safety related design as it applies to control systems
  • Previous hands-on or extensive working knowledge with ETAP and other industry wide electrical system design tools
  • 5 years supervisory experience
  • Excellent English oral & written communications skills
  • Proven leadership & personnel skills

Preferred Qualifications
  • Experience with the integration of the control systems on large projects
  • Extensive knowledge and application of European codes and Standards
  • Russian, Ukrainian and/or French language capabilities a plus
  • Previous experience with Bechtel standards, procedures and work documentation
  • Experience with startup and commissioning a plus
  • Previous work with remote controlled overhead traveling cranes and complex HVAC systems
  • Working level experience with PLCs, SCADA and Integrated Control Platforms
