This position provides management direction and guidance on all Oil and Gas Americas proposals. This includes, but is not limited to, proposal screening, proposal organization, direct reports proposal efforts, ensures proposals are competitive and accurate based on scope, cost, price, performance, and schedule, ensures appropriate reviews are performed, manages proposal group and monitors work load, maintains staffing levels, participates in Cost Review Board (CRB) meetings, attends Proposal Review Board (PRB) meetings, and oversees management of proposal databases.

Principal Duties and Responsibilities
Shared Ownership / Common Purpose / Respect / Accountability:
•Oversees and approves the initial strategies to win each prospect pursuit with direct reports.
•Influences and advises the Managing Director, Americas in terms of strategies, budgets, processes, and changes necessary to achieve the Strategic Plan for O&G.
•Directs the proposal effort based on guidelines set by the Proposal Review Board (PRB), and Executive Review Board (ERB).
•Ensures competitive and accurate proposals; especially in regards to price, performance, and schedule.
•Ensures reviews are performed by legal, commercial/contracts/risk, insurance, finance, treasury, and tax support groups.
•Administratively manages the proposal group, participates in prospect screening meetings, assigns proposal managers, and monitors workloads.
•Participates in all Cost Review Board (CRB) review meetings.
•Attends all Proposal Review Board (PRB) meetings and documents the decisions.
•Provides mentorship to Proposal Managers to identify effective proposal value statements.
•Ensures that proposal budget for O&G Americas (and budgets for relevant / supporting functions of other regions) is met.

•Directs the Proposal Team to support the O&G Strategic Plan.
•Maintains staffing levels needed to support the proposal efforts.
•Oversees the management of proposal databases and historical information.
•Provides guidance regarding acceptable commercial terms, contingency levels, and fees for presentation to the PRB.
•Maintains up to date information on industry issues, business line technologies and equipment, performance, and market conditions.
•Supports RGM's and Proposal Managers with presentations as well as participating in negotiations
•Reviews all proposal review summaries (PRS's) for consistency and accuracy; conducts weekly proposal status meetings.
•Market Analysis - Tracks proposals and updates and reports the status of those proposals to Director of Oil & Gas Americas and to other senior management, as appropriate.
•Competitiveness - Active involvement in the development of proposal process improvements, incorporation of lessons learned and cost reduction ideas, and development of market intelligence of competitors.
-Assists in the coordination and integration of reviews by legal, contracts, insurance, finance, treasury, and tax support groups.
-Assists in the negotiations with clients, business partners and key suppliers, as requested.
-Obtains direction from Director of Oil & Gas Americas for the business deal points for assigned proposals.
-Obtains final contract approval from legal and the Proposal Review Board
•Quality - Implement Living Quality Behavior concepts and provides quality observations on ongoing proposal efforts. Implements Safety, Quality, Ethical Standards, in accordance with Policies, Standards, and Guides
•Manages performance feedback for the group and provides feedback in the performance of discipline leads.
•Ensures a consistent and steady communication channel between the proposal group and regional executives, business line managers, Regional General Managers (RGM's), legal, etc.

•Prospect Screening - Participates in prospect screening sessions with Director of O&G Americas, Business Director, Proposal Management, RGM's and others as required to provide timely and strategic screening of each prospect.
•Actively manages the development of the budgeting and spend for the proposal group.
•Monitors and manages proposal spending against the budget.

Number of Direct Reports: Approximately 4-6.

Number of Proposals Handled per Year: 40 to 80 depending on size

Minimum Qualifications
Bachelor's Degree in engineering or related field. 15+ years of project or proposal experience
