The Program
Here is your opportunity to work on the first ever high-speed rail program in the U.S. while growing your career on a groundbreaking project. The California High-Speed Rail program will connect the mega-regions of the state, contribute to economic development and a cleaner environment, create jobs and preserve agricultural and protected lands. By 2029, the system will run from San Francisco to the Los Angeles basin in under three hours at speeds of more than 200 miles per hour. The system will also extend to Sacramento and San Diego, totaling 800 miles with up to 24 stations.

The Role
The California High Speed Rail Authority has awarded WSP | Parsons Brinckerhoff the Program Management role within the Rail Delivery Partners (RDP) program delivery team. As a result we have an immediate opportunity for a Subconsultant Contracts Manager, located in Sacramento. The primary focus of the role will be to manage the agreements with subconsultants to enable the construction of the CHSR and will be responsible for coordinating across functional areas to provide the necessary support through managing the contractual requirements. The role will require significant collaboration, coordination and communication with others. Applicants should be comfortable leading meetings, giving presentations, and maintaining detailed records. The principal duties are as follows:

      • Prepare sub-consultant agreements with scope and cost in preparation for legal review and eventual execution. Draft and issue Notice to Proceed (NTP) letters to sub-consultants and track actual costs against NTPs and budget.
      • Participate in Budget and Annual Work Plan development which requires extensive spreadsheet skills and the ability to assist other task managers with scope development.
      • Participate in State and Federal reporting, analysis of costs and variances. Monitor compliance of labor charges against the established work breakdown structure (WBS). Review / analyses all documents for audit compliance and assist auditor during all audit preformed on the contract.
      • Support the Monthly Progress reporting process and implement solutions and corrective action based on Project Management Oversight (PMO) findings. Must be familiar with database applications, data analysis, and database report design recommendations).
      • Update and maintain the yearly Work Plan for contract compliance

Job Requirements
The Requirements
  • Bachelor's degree in a relevant discipline, with Engineering, Business, Finance, or Law is preferred
  • PE or JD preferred
  • At least ten years of relevant experience with the formation and administration of contracts under federal regulations, including experience leading a team with responsibility for managing a range of subconsultant contracts to meet contractual requirements
  • Prior experience on large, multiple contract programs is essential
  • Familiarity with design and construction contracts and contract law.
  • Ability to use computer-based project controls software
  • Strong spreadsheet skills including linking cells, tabs and files; ability to create and apply a wide variety of Excel formulas to produce reports; perform analysis and presentation materials including expenditure, totals, percentages, margin, budget versus actuals and other reports as needed
  • Self-starter, detail-oriented, and with excellent writing and communication skills
  • Candidates with recent experience of rail programs for the state of California preferred
  • The ability to work in the United States immediately is required, local candidates preferred
