The Director of Quality Management Services is responsible for establishing strategy as well as for the development and direction of the Quality Management System (QMS) for a global, multiple-office business and the services provided by Quality Management Services Department (QMSD) personnel. This responsibility includes, but is not limited to, developing policies, manuals, procedures, guides, and tools to fulfill Black & Veatch (B&V) business quality objectives consistent with corporate requirements and Power/O&G business needs; supporting business process owners and providing direction for quality system processes; capturing and communicating lessons learned; resolving system and project quality concerns; and implementing process improvement philosophies and principles throughout the Power and O&G Businesses. |
Principal Duties and Responsibilities
• Ensures the Power and O&G B&V business' overall QMS policies, manuals, standards, and guides meet the requirements defined within the B&V governance structure of corporate policies, business practices and corporate instructions, using the most cost-effective approach. • Monitors, takes appropriate action, and reports the business' global quality staff workload in relation to established billable rate goals; ensures that business QMS principles are applied in all aspects of global project execution at minimum cost; coordinates quality staff resources to support all projects as workload dictates. • Directs, leads or participates in internal and external audits/assessments and root cause analyses for a business to ensure adherence to quality processes and ensures final results meet defined objectives. • Manages a business' global quality staff and approves staff assignments for projects and proposal teams. • Directs the overall Power and O&G's business' global quality effort on proposals and projects; oversees quality system process improvement; assists project quality approach selection and scope; ensures coordination between the business' quality systems and business priorities. • Establishes the business' global quality monitoring system for tracking and trending project and process execution and process improvement projects; ensures that results are implemented and communicated; follows up to ensure project results are converted to sustained change. • Develops and coordinates various operating plans and establishes goals and commitments for quality management services within the Power and O&G business, including quality assurance and quality control functions. • Establishes and manages the business' global quality budgets for overhead and development for quality management; leads quality budget planning and forecasting process. • Establishes, develops, implements, administers, and monitors policies, manuals, standards, guides, practices, methodologies, and tools for the business' QMS; ensures that established requirements are enforced appropriately, and approves exceptions as appropriate; assesses and recommends changes. • Develops and implements a business' global quality recruitment, staffing, training, and retention/recognition strategies; mentors global quality staff in career development. • Oversees implementation of the business' global quality staff's performance management program, including goal setting process, performance feedback process, rating calibration, performance and career development goals, rewards and recognitions, disciplinary actions, terminations, and related timelines. • Implements safety, quality, ethical standards, lessons learned, and performance management in accordance with B&V corporate instructions, policies, manuals, standards, procedures, requirements, and guides. • Responsible for having a thorough knowledge of the business' Quality Management System. Supports establishment of the Power and O&G business' quality strategy. • Periodic travel will be required. • Supervises work of others. Responsible for hiring, discipline, and pay administration of their direct reports. Responsible for performance review and career counseling. List supervised positions: Manager of PQM, Process Improvement Manager, Audit Manager, and their direct reports. Manages approximately 20 direct reports. • Responsible for Quality Assurance and Quality Control performance for the business and its projects
4 year degree in Engineering, Management, Quality or Business required. Minimum 20 years prior progressive quality management or other applicable experience, including previous assignments in a related industry.

Preferred Job Qualifications
• Power or O&G project experience including previous assignments in a related industry. • Execution knowledge of Power or O&G projects; • Knowledge of B&V's standards on principles, practices, techniques, and theories of quality process auditing. • Principles, practices, techniques, and theories of quality management systems and benchmarking. • Techniques relating to quality assurance and quality control programs and standards. • EPC quality assurance and quality control functions. • Engineering, design, procurement, and construction principles. • Codes and Regulations pertaining to industrial facilities design and construction. • Construction inspection, tests, and methods. • Ability to understand instructions; reason and make good judgments; verbal, numeric, and spatial aptitudes; perception of detail in verbal or tabular materials; analytic and problem solving abilities; precision; memory; initiative and the ability to work with Black & Veatch staff, contractor, and client representatives. The nature of the work may be fast paced. • Ability to direct the work of others, provide objective feedback regarding performance. Ability to address disciplinary matters and implement an ongoing professional plan for assigned staff. • Ability to assign staff based on strengths and weaknesses of staff and characteristics of projects and Project Managers. • Ability to estimate, measure, and compute volumes of work completed. Non-Technical: • Demonstrates advanced: Process management, conflict management, total work systems, written communications, composure, managerial courage and decision quality. Training: Change Management, Process Improvement, Business Excellence, supervisory skills.
