WorleyParsons, in conjunction with its local partners has a 5 year General Engineering and Project Management Services contract with Saudi Aramco to assist in the delivery of a portfolio of oil and gas facilities, pipelines and communications projects throughout the Kingdom of Saudi Arabia. These projects may range from standalone greenfield and semi-greenfield projects through to multiple brownfield modification and asset improvement projects. WorleyParsons is looking to supplement its established project delivery team with additional professional resources to tackle this exciting opportunity.
Maintains familiarity with client approved list of qualified suppliers and uses the information judiciously in the execution of projects.
Analyzes purchase requisitions to ensure clarity and completeness in description of:1) Materials and equipment, quantity and quality requirements, proper and complete technical specification and client's: Classification, Material specifications, Engineering Standards and Inspection levels 2) Authorization of funding, delivery requirements, mode of transportation, and proper support documentation.
Oversees the issuing of Request for Quotation (RFQ) to qualified bidders. Oversees the analysis of bid quotations for responsiveness to (RFQ), evaluating factors such as commercial terms and conditions, price, delivery, financial status, technical capability, quality control, and geographical location of shipping point. Reviews and approves bid analysis summaries prepared by Buyers.
Oversees the tracking of Non Material Requisitions (NMR) and the assessment of vendor data and client approval cycles. Maintains the status of all NMR's in progress and coordinates with Vendors, engineering and client the integration of vendor data into the procurement cycle.
Oversees the integration, into client's contract schedules, of technical and engineering content (Scope, technical, schedule and rates). Advise clients on contract issues.
Designs and establishes a contracting plan at the beginning of a new project, i.e., adapt Company procedures to specific customer requirements. Facilitates workshops with the project teams (WP and client) to develop contracting strategies.
Designs and establishes procurement plan and procedures at the beginning of a new project, i.e., adapt Company procedures to specific customer requirements. Investigates domestic and international market conditions, makes comparative analyses of price and delivery conditions, availability and quality of material and new sources of supply.
Oversees the closing out of purchase orders following confirmation of the successful completion of all contractual and procedural requirements. Establishes and maintains auditable purchase order files. Ensures that classified or sealed bid documents are properly stored.
Negotiates or assists in negotiation of best price, delivery, terms of payment and purchase conditions, tax exemptions, price escalation, and other factors impacting costs. Helps coordinate technical review of paperwork with appropriate departments. Issues or assists in issuing purchase orders after securing required approvals.
May supervise lower level or same level Buyers, assign and review their work, and provide purchasing activity training including computer programs normally utilized.
Generally characterized as a "Senior Contributor" with ability to lead functional project teams within a business unit or department. Very rarely requires supervision and direction beyond providing desired outcomes.
Typically will regularly interface with departmental staff and middle and upper management, and frequently with outside customers.
Demonstrates awareness of health, safety & environment issues; takes action to ensure zero harm to all employees, customers, contractors and the environment.
BA/BS in engineering or equivalent . Pertinent experience in oil/gas, hydrocarbon, refinery, offshore or infrastructure industries. Thorough knowledge of applicable theories, practices, and accepted office procedures. Minimum of 7 years of experience proven experience (matched with official employment letters/certificates). Must have thorough knowledge of Saudi Aramco procurement/materials workflows, practices and standards.

Must have thorough knowledge of procurement/materials practices, economic principles, international codes and standards, procedures, and specifications.
Advanced proficiency with applicable software applications in related field. Advanced analytical and problem solving skills. Accuracy and attention to detail critical. Ability to meet deadlines and manage priorities is critical.
Strong written and verbal communication skills in English are essential to effectively teach what they know to other employees. Ability to transfer subject matter expertise and understanding to other employees and/or internal customers is required regarding why work is performed the way it is and how it impacts the broader organization. Strong ability to persuade and influence others. Commitment to customer service and ability to lead functional project teams is important. Ability to maintain confidential information is critical.
