Job Summary:
WSP | Parsons Brinckerhoff's Glastonbury, CT office has an immediate need for a Supervising Transportation Planner. We are seeking a dynamic, innovative and experienced transportation/urban planner to lead our integrated planning practice in Connecticut and manage transportation/urban planning projects. The WSP | Parsons Brinckerhoff's Glastonbury office has planned, designed, and/or managed many of Connecticut's most important transportation projects in recent decades, including the New Haven - Hartford - Springfield rail improvements, Pearl Harbor Memorial "Q" Bridge, and the Route 34 / Downtown Crossing project in New Haven. Recent growth areas for the office include a major focus on transportation planning, including transit-oriented development (TOD) planning projects. The candidate who fills this position will play a pivotal role in shaping key transportation projects throughout Connecticut, and supporting the continued growth of the company.

We require a creative team player with strong analytical skills, excellence in oral and written communication, graphic capabilities, a keen understanding of the transportation and urban planning issues affecting the modern city, knowledge of sustainable infrastructure strategies, and proven ability to manage public realm infrastructure and city planning projects. The ideal candidate for this opportunity is a creative problem solver who thrives in a dynamic, fast-paced multidisciplinary team and can provide leadership on a wide range of concurrent projects and assignments.

This position offers the opportunity to work on challenging infrastructure projects throughout New England and beyond, with great potential for professional growth. WSP | Parsons Brinckerhoff emphasizes training, mentoring and promotion of high-performing professionals. The successful candidate will help to grow our Connecticut and New England planning practice and to manage and develop staff. As such, the individual will fulfill the following principal duties:
      • Performs project management, planning, programming, and/or research and analysis activities in support of transportation planning and engineering projects.
      • Supervises staff and manages projects and/or major project tasks.
      • Plans, organizes, and executes the full range of project activities, including client management, analysis and evaluation, report writing, and public involvement.
      • Collects, analyzes, and interprets analytic and written data.
      • Evaluates land use and urban planning issues, assesses transit-oriented development opportunities, develops creative solutions, and supports clients in implementing these solutions.
      • Reviews multimodal transportation information, identifies key issues, proposes potential system improvements, evaluates benefits and impacts, and develops findings and recommendations.
      • Assesses a wide range of information related to motor vehicle, public transit, pedestrian, bicycle, and other transportation modes, including technical and policy-oriented material.
      • Leads research and analysis of technical, legislative, or policy issues related to land use, transportation, and urban planning.
      • Communicates with public sector and private sector clients, stakeholders, and the general public, in written, oral, and graphic forms.
      • Interfaces with staff from a range of other disciplines (civil, structural, planning, geotechnical, etc.) to support a diverse range of projects.
      • Performs a range of marketing and business development activities, including gathering client intelligence, leading pursuits and proposals, and interfacing with clients and colleagues through professional organizations.

Job Requirements
Education Required:
      • Bachelor's degree in planning, civil engineering, environmental science, or a related field. Master's degree in one of these areas is preferred.
Experience/Skills Required:
      Ten (10) or more years of experience in planning, transportation or land use (or equivalent working knowledge/experience).
      • Strong understanding of relevant transportation planning and environmental permitting, including multimodal planning, Complete Streets design, smart growth development, transit-oriented development, NEPA, and CEPA.
      • Land use, transit-oriented development, and transit planning experience.
      • Working knowledge of appropriate Federal Highway Administration, AASHTO, state DOT, and other relevant guidelines, including the Manual on Uniform Traffic Control Devices, the AASHTO Green Book, and the NACTO Urban Street Design Guide.
      • Ability to establish partnerships with internal and external project management, client representatives, government agencies, and other organizations.
      • Ability to handle a wide array of projects and multiple assignments and think creatively and critically about planning issues.
      • Ability to manage staff to effectively deliver projects on deadlines, including managing multiple staff working on multiple projects.
      • Strong analytical, written and oral communication.
      • Ability to train and mentor staff.
Desired Qualifications:
      • Professional certification (AICP, PE, PTOE, and/or other relevant certification) is strongly preferred.
      • GIS, mapping, and graphic design skills are strongly preferred.

The selected candidate must have the ability to work in the United States immediately.
