Title - Proposals Engineer
Reports to - Head of Pre-Construction
Qualifications - A good level of relevant / engineering qualifications is desired
To successfully assist with all design and cost elements in the build up and submission of bids / tender proposals. To produce designs and tenders for construction works in response to client demands and work in a close knit team responsible at all stages for aspects relating to the design, budgets, costing and financial elements of technically complex, client focused schedules. To ensure professional relationships (internal/external) are developed and maintained to maximise the opportunity to successfully procure and profitably deliver projects.
(a) To form part of a core bidding team, having the accountability for practical completion of all stages of bids and tender proposals.
(b) To help co-ordinate the whole design and financial / cost process and to work closely with the client, employers representatives and legislative bodies.
(c) To assist with the design and estimating of all aspects of projects, ensuring that professional relations are developed and maintained with the client and their representatives, as well as internal departments and consultants.
(d) To help co-ordinate the design and cost planning in line with the process, procurement and project team members to ensure that the information flow and progress achieve the necessary deadlines.
(e) To work closely with the Pre-Construction Manager and other members of the team to ensure that the company position is maintained at the highest potential level.
(f) To assist in the process structure for the design / bid / tender and review the effectiveness of this at regular intervals. This will include providing the necessary skills to help with particular aspects of any bid to help achieve a greater percentage of success.
(g) Liaise with existing clients and new customer contacts to assist in the procurement of potential work opportunity.
(h) To meet at regular intervals and provide formal progress reports for presentation to the Management.
(i) To manage and co-ordinate information and the communication process both within the team and to external bodies.
(j) To work with the management proactively and effectively, helping to ensure that individual targets are achieved or exceeded. To attend weekly / monthly progress meetings.
(k) As a critical member of the team you will help to ensure that morale is maintained to the highest level.
(l) To assist and the cost management elements of value engineering, planning submissions, design, procurement and production phases of all proposals.
(m) To ensure that any arising issues are managed to the requirements of the company procedures and remain of prime importance.
(n) To assist with the identification and development of your individual skills to help with the success of the business generally.
(o) Understanding or relevant Occupational Health and Safety Act, Regulations and Legislation as applied to the engineering industry.
(a) Able to demonstrate experience gained within the structural / foundation / piling / geotechnical sector, ideally with experience of a variety of schemes.
(b) To have assisted in the production completion and management on a range of proposals.
(c) Be able to operate hands-on in a non-confrontational manner and thrive in a team orientated environment.
(d) Be able to demonstrate sound commercial acumen but with the ability to delegate necessary responsibility.
(e) Must be able to demonstrate successful operational management techniques.
(f) To have experience of successfully completing design, bids and tenders.
(g) Disciplined experience of regular progress reporting procedures.
(h) Should have presence, be well presented and outward going.
(i) Must have excellent time management skills, being able to effectively prioritise and delegate against deadlines.
(j) Open to new ideas, not set in their ways able to think laterally.
