Business Case Manager - up to £50,000 per annum - Hampshire*

Please note: The successful candidate will be required to undergo Basic Security Clearance.

We have an exciting to join one of our key clients in Hampshire who are looking for a Business Case Manager to join their team on a permanent basis. The successful candidate will be responsible for producing and updating the Programme Business Case which will enable continued funding and approval of the programme.

Key tasks and deliverables:
* Develop and maintain financial models to estimate the costs of the Programme and options for delivery.
* Responsible for the planning, development and production of business cases.
* Working closely with others in the programme and across the Office (Data Collection Transformation Programme, Digital Technology and Methodology, Finance, Portfolio Management Division and Commercial Services), write the Programme Business Case.
* Manage and engage with key stakeholders to support the production of business cases and ensure linkage with benefits realisation.
* Provide expert guidance and advice to project teams on the requirements and development of business cases.
* Develop and maintain financial models to estimate the costs of the Programme and options for delivery.
* Produce and update the cost-benefit analysis for each of the elements of the Programme, according to methods outlined in HMT's Green Book.
* Ensure that all relevant organisational factors for change are incorporated within a comprehensive business case
* Lead on adopting configuration management techniques to ensure that the business case retains validity throughout the project lifecycle, updating project sponsors as required.
* Present the business case and cost benefit analysis to both internal and external stakeholders
* Plan and manage the business case approval process.

Essential skills and experience:
* Proven technical accounting knowledge and understanding, evidenced either by a formal accounting qualification (CCAB or CIMA) or significant relevant financial management experience
* Managing Successful Programmes (MSP) Practitioner or Portfolio, Programme and Project Offices (P3O) Practitioner
* Ideally a Better Business Cases Practitioner or previous experience of developing business cases for large, complex programmes
* Seeing the bigger picture: Identify implications of Departmental and political priorities and strategy on own area to ensure plans and activities reflect these
* Collaborating and partnering: Actively involve partners to deliver a business outcome through collaboration that achieves better results for citizens.
* Business Case (APM Framework proficient): The ability to prepare, gain approval of, refine and update business cases that justify the initiation and/or continuation of change initiatives in terms of benefits, costs and risks.
* Delivering value for money: Balance policy aspiration and delivery, outline risk and benefits of different options to achieve value for money ensuring all submissions contain appropriate financial information
* Work with financial processes and tools to evaluate options and ensure financial and management information are accurately reflected in business plans.
* Managing a Quality Service: Ensure adherence to legal, regulatory and security requirements in service delivery and build diversity and equality considerations into plans
* Change Control (APM Framework Proficient): The ability to establish protocols to alter the scope of change initiatives, implementing the protocols when necessary, and updating configuration documentation including contracts to develop, maintain and apply quality management processes for change initiative activities and outputs
