Your new company
The services of Hays have been retained by our client, a large Housing Association based in Belfast, to recruit a Development Officer on a 12 month contract basis. With a portfolio of properties across Northern Ireland, our client have an active development programme with an in-house team of construction professionals overseeing developments from inception to completion.

Your new role
Your key duties will include:

Seek planning approval for schemes;
Procurement of Consultants and Contractors, assessing their performance on site;
Establish Project Groups at the start of each scheme and contribute to the working of these to ensure the smooth handover of schemes;
Organise Design Team Meetings and project manage the administration of schemes under construction;
Attend site meetings to ensure progress of construction as well as resolving any issues that arise;
Undertake financial appraisals and risks;
Contracts Management - oversee progress of work in line with specification and contract conditions, ensuring that schemes are brought in on time and within budget.

What you'll need to succeed
To be considered for this position, you must satisfy the following criteria:

Possess a third level qualification with 2 years recent experience in a property / construction related environment, or 5 years recent experience in a property / construction related environment.

Experience should include:

Dealing with early warning notices, compensation events and contractual disputes;
Managing Professional Consultants;
Knowledge of contract conditions/clauses to ensure that schemes are delivered on time and within budget; Understanding of NEC3 suite of contracts.

Ideally, you will possess:

A working knowledge of NI Public Procurement Policy and the Public Contract Regulations;
Experience of working within a Development Team in a Housing Association;
A relevant Professional Qualification;
A working knowledge of the Housing Association Guide (Development & Procurement function);
Practical experience of being able to interpret Contract/Scheme Building Drawings;
Experience of engaging with key stakeholders, local communities and elected representatives.
