Job Summary:

Parsons Brinckerhoff, Inc. is seeking a Shift Supervisor in Jersey City, New Jersey. The Shift Supervisor is the point of contact for the Agency Operations Center (AOC) for the Port Authority New York-New Jersey (PANYNJ) for their respective shift, and will be staffed 24 hours per day, 7 days per week. The Shift Supervisor shall be the point of contact for the AOC-PANYNJ during his/or her respective shift.
The Shift Supervisor must have Traffic Operations experience and experience in managing operations staff. The Shift Supervisor will coordinate work assignments of the operations staff, technicians, engineers, and/or law enforcement. The Shift Supervisor will manage assignments, interact with clients in a professional manner to ensure a good working relationship at all times. The Shift Supervisor must have knowledge of the Federal Highway Administration (FHWA), Manual on Uniform Traffic Control Devices (MUTCD), knowledge of Port Authority facilities and surrounding transportation network, ability to supervise subordinates, and to provide formal/informal instruction. Understand the principles, procedures, and techniques of incident and congestion management.

Job Requirements
Roles and Responsibilities:

•Serve as the "Single Point of Contact" for the regional transportation partners, Port Authority facilities and TRANSCOM.
•Organize, schedule, and supervise activities of parties performing functions in the AOC-PANYNJ during assigned shift.
•Provide input on Standard Operating Procedures (S.O.P.)
•Coordinate with other transportation agencies such as, NJDOT, NYCDOT, NYSDOT, MTA, NJ Turnpike, NJ Transit, NJ State Police, TRANSCOM, State and local police, fire/rescue, and media during day to day operations, as well as during major events due transportation incidents, special events, emergencies, and construction projects.
•Maintain multi-agency contact list.
•Directs employee training.
•Meets regularly with AOC-PANYNJ manager to identify work to be performed.
•Updates Project Manager on a daily basis of all matters affecting the operations center
•Responsible for ensuring all training materials are maintained and accessible to the staff
•Prepares and maintains training documents and reports.
•In charge of quality control.
•Oversees transportation analysts.
•Responsible for ensuring that proper contacts are made and protocols are followed.
•Responsible for shift continuity, assessments, and briefing between shift personnel.
•Evaluates impacts of roadwork information and identifies potential conflicts.
•Completion of Transportation Management Center (TMC) Operation Training provided by another appointing Authority or Operators Simulation Training provided by the I-95 corridor coalition.
•Ability to establish effective working relationships with co-workers; law enforcement personnel, other transportation agencies, and the media.
•Incident Command System (ICS) 100 and 200 training.

Under general supervision, Project Manager.

A minimum of seven years experience is required.

Education and Training:
Strong interpersonal and written/verbal communication skills are required
Formal education: High School Diploma or GED.

Ability to read, write, and understands English.
