Summary: Performs the development engineering in support of contracted programs, B&P activities, and IRAD efforts. Assists in new business and follow-on activities. Independently applies a high degree of creative ability, engineering skill, and judgment in applying engineering principles in heat transfer, fluid dynamics, gas dynamics, mechanics, and thermodynamics to the design, development, qualification, and production of gas generators, pressurization systems, inflation systems, and guidance systems.

Essential Duties & Responsibilities include, but are not limited to:

• Plans, schedules, conducts and coordinates detailed phases of engineering work in a part of a major project or in a total project of moderate scope.
• Performs work which involves conventional engineering practices, but which may include a variety of complex features such as conflicting requirements, unsuitability of conventional approaches, and difficult coordination requirements.
• Works closely with other functional organizations giving technical direction that establishes technical approach, priorities, and expedites the design and manufacturing test of company products.
• Independently develops end-items, devices, components, modules, and subsystems, which generally involve standard approaches, but which may require employment of non-conventional methods and techniques.
• Directly organizes and coordinates technical aspects of the analysis, design, development, and qualification activities. Assures that the analyses are appropriate, based on correct ground rules and assumptions, and that the conclusions are correctly utilized by design. ¬
• Monitors manufacturing and quality activities to assure that the end-item hardware is properly fabricated, proper materials and processes are utilized, and appropriate assembly techniques are employed to assure compliance with the design objectives and customer requirements.
• Monitors testing activities to assure that proper testing, test phases, test instrumentation, facilities, and test techniques are employed to assure that necessary verification and demonstration of specification criteria are obtained.
• Monitors all critical tests to assure that test hardware is treated appropriately and that test anomalies receive timely and appropriate responsive action.
• Reviews data to provide a "quick-look" appraisal of test hardware performance and estimate of subsequent performance.
• Conducts trade studies, parametric analyses, and system modeling under broad guidelines to assure that an optimum end item is selected for development and production in accordance with contract and specification requirements.
• Performs analyses of similar complexity and controls interfaces of other end item product types. Capable of sizing gas generator systems, calculating performance, and determining reasons for performance shift during testing.
• Correlates test results with analyses. Interprets results and independently recommends corrective action to correct deficiencies in the test setup, data acquisition technique, or data reduction methods.
• Independently troubleshoots testing and analyses and recommends methods for reducing costs, optimizing results and simplifying techniques.
• Independently conducts or directs formal investigations of failures on parts or components. Conducts end item or system level failure investigations.
• Independently drafts and compiles analysis reports, test reports, progress reports, failure reports, change reports, letters, and proposals. Generally requires minor or no review by Supervisor.
• Analyzes engineering problems that may require modification and extension of standard engineering approaches involving one or more of the following: fluid flow, heat transfer, stress, dynamics, thermodynamics, thermo chemical analyses, or gas generator performance.
• Directs the development and qualification activities by preparing or directing preparation of EWRs, memoranda and reports that identify customer and program requirements, and provides specific detail and direction to accomplish these goals.
• Coordinates the review and approval of engineering drawings and design layouts.
• Independently drafts and compiles analysis reports, test reports, progress reports, failure reports, change reports, letters, and proposals. Generally requires minor or no review by Supervisor.
• Independently interfaces with customer or suppliers.
• Prepares charts for presentation with only broad guidelines from supervisor.
• Independently prepares and presents sections of the customer interface meetings. Assists in overall preparation for meetings.
• Makes presentations to potential customers as a part of new business activities.
• Makes independent technical decisions regarding dispositions and changes.
• Responsible for all aspects of the work statement and specification. Assures that proper direction is taken to assure company compliance with the documents. Recommends advantageous changes to the project team leader or project engineer.
• Independently performs all other technical activities required to¬ support the program.
• Responsible for completing work on schedule within budget.
• Maintains a well-organized, neat and safe work area. Immediately terminates any unsafe activities and advises the EH&S contact of the same.
• Demonstrates and promotes teamwork and cooperation with team members at all levels in the organization to solve problems and improve processes.
Major Competencies/Skills:

• Work requires a broad knowledge of precedents in specialty areas and a good knowledge of principles and practices of related engineering disciplines.
• Fulfills all the requirements of a Development Engineer 3 with demonstrated proficiency and specifically, the ability to perform modeling and performance analysis work.
• Decision making and problem solving skills.
• Working proficiency in fluid mechanics. Possesses analytical skills sufficient to formulate design criteria for company products, and to perform supporting analytical calculations and parametric analysis of designs.
• Highly proficient computer skills for support of analytical efforts.
• Ability to guide other functional areas in the accomplishment of hardware, software, and test tasks.
• Ability to work with other functional areas to produce hardware and perform tests.
• Ability to translate general customer requirements into products, specific requirements and program elements.
• Ability to perform in a fast-paced independent atmosphere.
• Excellent communication skills (written and oral) in the English language.
• Computer proficiency (MS Office applications - Excel, Project, Word, PowerPoint, etc.) in support of analytical efforts.
• Ability to work with all levels of personnel in an efficient and effective manner.

Bachelor of Science Degree in Mechanical, Aeronautical or Chemical engineering.

At least seven (7) years related experience, Master of Science Degree in Engineering and at least five (5) years related experience, or Ph.D. Degree and two (2) years related experience required.
