General Dynamics Mission Systems has an immediate opening for a Supply Chain Procurement Director to join our team. The position provides an opportunity to develop the cutting-edge technology that supports some of our nation's fundamental defense services. The Supply Chain Procurement Director is responsible for driving the performance and management of General Dynamics Mission Systems (GDMS) for major subcontractors and strategic partners to ensure we receive and negotiate the very best terms and cost/schedule/technical performance from our partners. The successful candidate will be responsible for the leadership of all supply chain activities including commodities, services, and subcontractors supporting a Line of Business or multiple Lines of Business. In this capacity the candidate will:
  • Be the Supply Chain interface supporting Mission Systems Lines of Business.
  • Director of Strategic Partnerships and have Department Resource Manager responsibilities for performance management of the supply chain team
  • Take the lead in business development strategies concerning suppliers and subcontract-related items and meeting financial goals. Develop the Supply Chain strategy for the near a long term and ensure that the Supply Chain organization is taking the required actions to enable the business to compete and win.
  • On program with large subcontract content ($500M or more), lead the subcontract effort and team of Supply Chain staff.
  • Drive supplier and subcontractor performance and improve margin to the business.
  • On critical/red programs develop a "return to green plan" and actively manage the team's performance in achieving that plan.
  • Engage with the leadership with the Line of Business to ensure the cross-functional team working with the suppliers and subcontractors are maximizing the performance of the suppliers/subcontractors in achieving the business goals.

The successful candidate will:
  1. Ensure that all programs within the Line of Business establish and implement supply chain plans that achieve the overall objectives of the business and program
  2. Meet and exceed target goals for vendors and subcontractors as established by Procurement Manager.
  3. Ensure that risk management is being performed on the critical suppliers, and subcontractors.
  4. Ensure that the programs set subcontractors baselines - control change - drive performance to meet the business needs
  5. Ensure that programs set design to unit production cost (DTUPC) and verify bill of material pricing during the development phase of the program. Resolve over cost issues by effective vendor/subcontractor negotiations, identification of parts options, or changes in design to achieve the desired DTUPC.
  6. Effectively communicate the business needs to the Supply Chain staff supporting the Line of Business and ensure that plans are in place to achieve the business goals.
  7. Provide Supply Chain Management oversight to the programs within the Line of Business and ensure that the staff executing the supply chain activities is meeting the cost, schedule, technical, and business objectives of the business area or Line of Business. Ensure that the supply chain activities are staff correctly and performance manage the supply chain team.

Additionally, the candidate will provide domain expertise in subcontract contractual/program management strategy, implementation, execution and administration to include:
  1. Negotiating cost, price, schedule, and deliverables of critical vendor's components, services, and subcontracted efforts within the business goals. Respond to audits and achieve favorable results. Ensure that the Supply Chain team has clear concise documentation of the substance of discussions, agreements, and results and that Supply Chain is serving as the primary interface with subcontractor in fact-finding, audits, and formal subcontract negotiations
  2. Reviewing subcontracts contractual documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions including applicable federal regulations and business team objectives prior to signature / acceptance. Reviewing statements of work and technical specification to ensure subcontracted items have the proper decomposition that will meet the program requirements at the system level. Ensuring that the proper design reviews and acceptance criteria are defined within the subcontract
  3. On major engagements, assign a Supply Chain lead to act as the focal point with the Law, Finance, and other departments for resolution of problems regarding subcontract requirements. As require engage with the team to drive to a successful outcome.
  4. Maintaining liaison with customer/ DCMA/DCAA on supply chain contractual, and audit issues and ensure that issues are resolved quickly and favorably to the business.

Within the GDMS Supply Chain organization, this individual will be responsible to be a leader within the community, champion supply chain initiatives, and process improvements - drives improvement into the line of business execution team that make a favorable impact to the business performance.

Basic Qualifications:

The Supply Chain Procurement Director position requires a Bachelor's degree in Accounting or Finance or equivalent experience is required. In addition, a minimum of 15 years of demonstrated leadership is required.

Exemplary analytical, written, communications and presentation skills are required for this position.

Department of Defense Secret security clearance is preferred at time of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.
