Job Description:

Location: The Royal Ottawa Mental Health Center Purpose of Role: Under the direction of the Manager, Plant Operation and maintenance, The principle duties of Supervisor of Plant Operations and Maintenance are planning, control and supervision of maintenance work and operation of all base building systems as well as interior and exterior building components at The Royal Mental Health Center and the Royal Ottawa Place. He/she ensures the continuity of all services through availability of redundant equipment and the staff and contractors that provide maintenance and repair service to the physical plant and building's NA will play a key role in the development of preventive maintenance routines, frequencies and schedules, ensures the efficient utilization of manpower, supplies, utilities and equipment in a cost effective manner while providing quality service delivery to all patients, staff and visitors at the hospital. He/she conducts staff hiring, promotion, demotion and disciplinary process and ensures new staff is trained properly. He/she also will direct external contractors for a variety of repairs and maintenance projects as well as assists in development and control of departmental annual budget and assessing all conditions and modifications to the plant equipment and buildings to identify life cycle capital projects. He/she will be a growth-oriented individual who will be groomed for additional responsibilities which may involve relocation. Principle Accountabilities: General Duties (60%)Provides leadership and clear business direction to unionized staff to ensure timely completion of preventive maintenance and repair work ordersProvides procedural direction and problem solving guidance to unionized NA consistent administration of work rules, policies and procedures and provisions of collective NA counseling and disciplinary sessions with his reporting staff in accordance with the HR policiesPlans, controls and supervises the implementation of preventive maintenance program and daily repairs to meet the hospital's needs and NA, schedules and estimates labour, material, equipment and downtime to complete maintenance and repair worksEnsures continuity of building base services through ensuring availability of redundant equipment and who are employed on 7/24 bases as well as various tradesmen who provide maintenance and repair services to physical plant equipment and building elementsManages BAS system and is responsible for the efficient and safe operation of all equipment in Central Utility Plant (CUP) including chillers, cooling towers, hot water boilers, steam boilers, emergency diesel generator and their auxiliary and ancillary NA and maintaining technical information, regulatory compliance records, licensing and certification of all elements of HVAC system, life safety systems, electrical system, emergency power system, elevators, structural reviews, roofs, soils, painting, NA all work is conducted in a manner that meets established departmental and government regulationsActs as a primary contact with different client groups on issues relating to the plant operation and NA the maintenance management NA stores inventory and maintain proper level of spare parts to minimize the down time or unavailability of space and/or equipment. Quality Management (20%)Maintains records and information pertinent to the operation and maintenance of the NA in preparing accurate periodic reports for submission to the hospitalProvide technical assistance and advice as directed by the NA to the departments established policies, procedures, regulations, objectives, quality assurance and safety NA that due diligence is exercised in the use of equipments and NA observation of guidelines, rules and regulations of health and safety as well as infection control appropriate to the area of work by his subordinatesEnforces strict adherence to the lock out /tag out policy by his subordinatesResearches specifications, drawings and O & M manuals in order to direct tradesmen for "doing the work right the first time" when performing a NA with sales representatives in the selection of parts and NA regularly with client group's management to ensure service quality is NA corporate policies and procedures Responsibilities (15%)Participates in educational programs and in-service NA meetings as NA in weekly staff NA expected to carry a cell phone and be available after regular working hours and being NA verbal and written reports as NA assigned tasks in a professional NA the assigned tasks are completed and work orders are closed within the time frame given in response time NA the work status is communicated with the client groups within the time frame given in response time NA to the occupational health and safety acts and other legislative NA Carillion Services in with a positive and professional attitude. Other Duties (5%)Perform other duties consistent with the job classification, as required and as assigned by the managerMay be asked to participate in functions such as bids and tours EDUCATION AND TRAININGUniversity Engineering Degree PreferredValid Ontario second class stationary engineers certificate or building operators certificateThe position requires strong management and leadership skills in order to lead staff.
