Project Background
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at a construction site. Eligible Foreign National applicants must possess a US Government issued Green Card and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

Role Overview
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for Warehouse Specialists at the Pueblo, CO location. This position will report to the Warehouse Manager at the PCAPP project. This position performs functions of project site materials management, including, kick & count, receipt, inspection, storage and issue of project materials, consumables, and equipment. Other duties include documentation and data entry, site equipment and facilities rentals, and material control in the warehouse, lay down yards, and jobsite locations.

This PCAPP position falls under the scope of the McNamara-O'Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.

This is a long-term assignment with a 9-80s schedule. The work hours are from 6:30am - 4:00pm Monday - Thursday, and 6:30am - 3:00pm every other Friday. This position may be required to work additional overtime hours and/or a DuPont shift based working schedule (12 hours per day) as deemed necessary.

Principle responsibilities include, but are not limited to:
  • Reviews purchase order receiving documentation including commercial invoices, packing lists, and bills of lading for accuracy and completeness.
  • Performs count and inspection of arriving material. Ensures receipt documentation is retained and recorded in Bechtel Procurement S with permanent material receiving report (MRR).
  • Prepares documentation (Unsatisfactory, Over, Short & Damaged Report) to record unsatisfactory, over, short and damage conditions of materials received and maintains UOS&D Log.
  • Ensures that material is sorted in accordance with the project storage plan and that the location of material in storage is properly reflected on the appropriate storage records (manually or automated).
  • Performs complete or partial inventories as required to validate inventory records.
  • Assists Procurement supervision with the overall responsibility of maintaining custody of project materials.
  • Ensures that issues of material are properly controlled and documented in accordance with project procedures.
  • Takes part in the disposition of surplus project materials as approved by Project Management and directed by Procurement Supervision.
  • Prepares shipping documents and registers in BPS for materials shipped off temporary operating and jobsite locations.
  • Maintains registers to control industrial gases bottle log, returnable reel log, and returnable containers.
  • Prepares equipment condition or inspection reports for rental equipment. Coordinates inbound inspection with site mechanic and ensures documentation is generated and filed.
  • Ensures that control registers are prepared and maintained for industrial gas bottles and returnable reels and containers.
  • Prepares and maintains inventory control records (manual and automated).
  • Works with project to maintain on site Min-Max inventories.

Basic Qualifications:
  • Bachelor's Degree in Supply Chain Management or a related field and 1 year of related experience in procurement, or materials handling/warehousing
  • In lieu of a degree, 7 years of directly related experience in procurement, or materials handling/warehousing
  • Right to work and remain in the United States without sponsorship.
  • Ability to obtain and maintain a Commercial Driver's License (CDL)
Minimum Qualifications:
  • Knowledge and understanding of field purchasing functions related to the acquisition of materials on projects.
  • Working knowledge of material storage and handling.
  • Prior experience and working knowledge of the Hazardous Material Management System (HMMS).
  • Experience in inspection, receiving, storage and issuing documentation paperwork requirements.
  • Knowledge of Microsoft Office, Word, Excel
Preferred Qualifications:
  • Knowledge of BPS (Bechtel Procurement System) or standard industry supply chain automation systems
  • Knowledge of ToolHound or standard industry tool inventory control systems
This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
