Project Description:
Bechtel National, Inc. (BNI), Bechtel's government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

UPF will be will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy's largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration's largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provided enriched uranium capabilities well into the future.

The UPF project works on a 9-80 schedule with every other Friday off. Start times are flexible but the standard work week is: Monday - Thursday from 7:00 am to 4:30 pm. The schedule on working Fridays is: 7:00am-3:30 pm.

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

Role Overview:
Bechtel is seeking a Sr. Scheduling Engineer within the Central Scheduling group. Demonstrated skill in identifying, analyzing, and providing innovative solutions to engineering and schedule guidance to the project team. Ensures work is completed as scheduled. Supports development of scheduling standards and procedures responsible for maintaining the Level I-III Schedules and administration of the UPF P6 data base. Provide Schedule/Project health metrics to corporate and project management.

Principle responsibilities include but are not limited to:
  • Performs project schedule analysis and studies of problem areas to determine criticality of schedule activities. Recommends alternatives for schedule improvement to project team for discussion and/or decision.
  • Supports project organizational and administrative activities.
  • Supervises and provides technical direction for planning/scheduling activities, when delegated.
  • Develops and maintains variance/performance metrics and analysis.
  • Assists in developing and monitoring quality standards.
  • Creates and maintains a Project Controls Desk Top reference guide for systems and processes.
  • Creates and implements measurement systems for given processes, establishing performance metric, analysis and identifies improvements.
  • Supports development of Project Controls standard, process and procedures.
  • Establishes and maintains P6 Coding, Layouts and reports.
  • Develops and coordinates training classes for project controls.
  • Communicates review evaluations and recommendations to Project Controls management.

Basic Qualifications:
  • Must possess a BS/BA degree in Engineering, Business, Construction Management, or relateddisciplinefrom an accredited university with at least 6 years of related work experience or, in lieu of a degree, must have over 12 years of progressive related work experience.
  • Must be a US citizen.
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment, education and travel.
  • Must be able to obtain site security badge for access to work site.

Minimum Qualifications:
  • Proficiency with Primavera P6 (good to expert knowledge).
  • Proficiency with Microsoft Excel (good to expert knowledge).
  • Familiar with Critical Path method scheduling and corresponding concepts.
  • Skilled in understanding technical processes, engineering drawings, quantity determinations, and mathematical and financial reports.
  • Possess excellent organizational and interpersonal skills with an ability to work closely with peers, external customers, and line management.
  • Skilled in oral and written communication.
  • Knowledge of engineering and construction management customarily acquired by taking selected discipline training courses or through practical experience.
  • Ability to work independently and as part of team to meet project requirements.
  • Experience performing analysis and computer operations.
  • Experience with DOE or major EPC project principles and procedures.

Preferred Qualifications:
  • Project Controls Bechtel Certification preferred.
  • Previous Earned Value Management System experience on EPC job.
  • Experience with Milestones Pro/Kidasa, Acumen Fuse software.
  • Familiar with the Bechtel CIAR process.
