Purpose of Role
Responsible for the organisational effectiveness of the operational Estates team in delivering all PPM and Reactive works for the Queen Alexandra Hospital and Existing Estate. This will be achieved by providing leadership for the operational delivery NA with the Senior Management Team, the position also contributes to the development and implementation of organisational strategies, policies and practices.

Principal Accountabilities
This post deputises for the Head of Estates as required, with specific duties of the post, and to the Department’sstaff. Day to day management of estates staff, consisting of Technical Manager, Clerical and Technical Support, Team Leaders/Charge hand, Technicians, Mechanical, Electrical & Building Craftsmen, and Maintenance Assistants.•To implement and improve the operational systems, processes and policies to facilitate the most effective and efficient delivery organisation, specifically, support better management reporting, information flow and management, business process and organisational planning.•Play a significant role in tactical delivery of the maintenance plan geared toward operational excellence.•To manage the financial performance of the delivery team against budget including:-◦Setting strategy for overtime◦Ensuring full utilisation of Carillion employed staff with a view to minimising sub-contractor spend◦Optimising Labour Productivity and Efficiency◦Defining the recruitment strategy◦Managing financial penalties for non adherence to contractual SLA’s relating to the delivery of Planned and Reactive work ◦setting strategy for training budget for Delivery Team•To understand and apply all contractual requirements to Planned and Reactive tasks, ensuring that they are allocated to the delivery team such that the contract SLA’s are met.•Ensure that the skills and competencies of Carillion Engineers, Technicians and Team Leaders are appropriate to need. Specifically ensure that checks on the competencies of Engineers and Technicians are sufficient to assure they are fit to undertake the work on which they will be deployed•To ensure that the delivery team undertake the work allocated by the support team•To effectively manage the activities of the Delivery Team, in particular direct line reports; duties will include:-•Ensure Carillion and Agenda for Change policies are adhered to particularly with regard to management of absence, performance, grievance and disciplinary etc.•To carry out appraisals on team members and develop training plans and ensure that skills matrices are updated.• Employee relations activities•To promote a culture of customer service to both internal and external customers and partners and to liaise with other departments regarding maintenance issues if required•To be a key contact for client services and relationships.•To build and maintain an effective and supportive working relationship with members of the team and colleagues both within Carillion Services and Portsmouth Hospitals NHS Trust.•To work as part of the Estates management team, providing a high quality estates service as part of an integrated Facilities Management service.•To review existing services, specifications, processes and productivity levels, to secure and increase the efficient use of resources for the technicians and subcontractors.•Ensure that the Estates Service is being delivered in full compliance of Health, Safety and Environmental Regulations.•Coordinating training and development of technical skills for staff and technicians.•Authorised Person (AP) – Duties as defined by Head of Estates.•To support maintenance of the Quality (ISO 9000) systems for the Estates Department•Promote a culture of customer service and the meeting of Carillion values.•To undertake any other reasonable tasks and duties relevant to the post and grade as may be determined by the Head of Estates Responsible for the delivery of specialist sub-contractor works•Manage a team of direct report Team Leaders, Technical & Engineering Managers and skilled and semi-skilled indirect reports•Responsible for own professional development and supervision of apprentices/trainee/support workers.

Qualifications / Skills
  • HND/HNC in Engineering or Estates relevant subject.
  • Management qualification at Diploma level

  • Have formal training in performance improvement techniques eg. Lean, Six sigma etc.

  • Previous experience in engineering staff and supply-chain management
  • Experience in PFI Contracts
  • Experience of working in a hospital environment
  • Experience of contract management
  • Experience of working on specialist hospital equipment
  • Experience of lone working
  • Knowledge of hospital specifics (HTM’s)

Leadership / Behavioural competence

Judgments across specialist estates issues taking into account legislation, H&S conflicting demands – systems failure, complex fault finding. Contract and Commercial considerations

Planning and organising

Specialist project planning of complex systems.

Co-ordinates contractors, specialist agencies.

Plans specialist training programmes

Exchanges specialist information with specialists and non-specialists;

Negotiates with staff, contractors, suppliers, statutory agencies and utility companies.

Supervision of technicians or other staff working with job holder; provides training in own specialist field.

Develop and implement policies for own area of responsibility. Implement and propose changes to policies beyond own area of responsible.

Day to day business contact with SPV and Trust Project teams

Health & Safety

  • You must co-operate fully with management in ensuring compliance with the Health and Safety at Work Etc. Act (HASAWA)
