This position will report directly to the Vice President of Human Resources and Administration and will be responsible for managing multiple human resource functions. The positions primary responsibilities include management of the Labor Relations functions with Electric Boats 4000 plus union represented employees, human resource oversight at Electric Boats Site facilities (in Hawaii, Georgia, Washington, Virginia, and Washington D.C.), administration of Extended Work Assignments, and responsibility for the hourly wage administration function. The successful candidate will provide functional expertise and Human Resources counsel to all levels of management, from Senior Leadership to first line Supervision, on a variety of issues impacting the business.

The successful candidate will be responsible for compliance and interpretation of Union Collective Bargaining Agreements and internal policies and procedures, maintaining compliance with federal and state labor and employment laws and maintaining consistency when administering discipline. The ideal candidate will be knowledgeable regarding Human Resources best practices and labor and employment laws. The candidate will be required to be a strategic business partner with EB Management and EB Union Leadership to foster positive employee relations, integrate employee engagement strategies, and integrate best practices within the functional areas. The candidate will develop and maintain productive working relationships with certified representatives of the Companys bargaining unit employees. The candidate will oversee the grievance-arbitration process from initial investigation through final resolution. The candidate will also be responsible for ensuring the management team has the tools and training to handle employee conflicts, performance issues as well as how to properly communicate and foster positive employee morale and performance, and any other issues that arise.

The candidate will have responsibility for managing temporary work assignments for hourly and salary employees, ensuring that the provisions of the packages are meeting the needs of our employees, our customers and our business and are within the guidelines of the Federal Acquisition Regulations, Joint Travel Regulations, and the EB Contracts and Finance organizations. In addition the candidate will oversee the travel services vendor to insure they are meeting the provisions of the contract and providing a high quality level of service to our employees.
