Job Summary
AECOM is actively seeking a Procurement Specialist for immediate employment in the Austin, TX office. This Procurement Specialist position is part of the Austin Procurement Center and will be responsible for the procurement of materials, equipment or services that support AECOM's government business effort. AECOM is pleased to include you in a unique development opportunity, the Graduate Development Program (GDP). This program is designed to support your assimilation into the organization and assist with creating a foundation of knowledge for a successful career at AECOM. You will gain experience in your discipline through learning on the job and participate in development opportunities during the program, including access to AECOM's social media resources, group mentoring, and professional networking. The program also has learning activities that will be available to you, including webinars and on-line programs.

The responsibilities of this position include, but are not limited to:
  • Assisting the AECOM's Program and Project Managers (PMs) on preparing requests for proposals
  • Analyzing quotes received
  • Assisting the PM on which provider to select as the subcontractor
  • Awarding subcontracts
  • Administering the entire lifecycle of the subcontract
  • Providing assistance to AECOM's Program and Project Managers on Federal government procurement
  • Working with Project Managers to ensure compliance with internal procurement policies, as well as Federal Acquisition Regulation (FAR) requirements
Soliciting, awarding and administering Federal Government subcontracts:
  • Assist in preparation of proposals in response to federal government request for proposals (RFPs)
  • Perform market research to locate new sources
  • Conduct negotiation with subcontractors on terms and conditions, price and schedule
  • Conduct price and/or cost analysis and write narrative to justify pricing as fair and reasonable
  • Pre- and post- award administration of subcontracts from the micro-purchase threshold to Cost Exceeding the Simplified Acquisition Threshold (CESAT) from cradle to grave
Supporting other tasks directly related to AECOM's Federal government contracts, as assigned

Minimum Requirements
  • Fundamental knowledge of Subcontract Administration difference contract types
  • Excellent analytical, written and oral communication skills
  • Working knowledge of PC software packages (Word, Excel, Adobe Professional and Power Point) typically associated with procurement
  • Ability to effectively negotiate subcontracts
  • Due to the nature of this work, U.S. citizenship is required

Preferred Qualifications
  • Bachelor's degree in Business Administration (or related field) or equivalent experience of 1- 3 years of negotiation and administration of subcontracts in a Federal Government contracting environment
  • Fundamental understanding of cost accounting principles to include direct and indirect cost components and factors
  • Knowledge of the FAR and Department of Defense Federal Acquisition Regulation (DFARs) is highly desired
