They are a young business and have gone from strength to strength since their inception around 7 years ago.
The organisation was created to provide quality advice and solutions to managing agents, property owners, property managers, landlords and occupiers in relation to all aspects of commercial property and premises management.
They provide both technical and property management advice to many commercial properties including an iconic London landmark building.
They provide advice and management in all aspects of core property services contracts including; mechanical and electrical engineering maintenance, lift & escalator maintenance, security and cleaning.
This also includes advice on service charge budgets to ensure they are competitive whilst allowing for high standards in service delivery and in full accordance and compliance with the RICS service charge code of practice. In these tough economic times, service charges budgets and life cycle building services plant replacement projects are being closely scrutinised, therefore the advice they provide takes into account the possible implications of such expenditure.
The Job Description:
As a key member of the property management team, the Engineering Services Manager will have primary responsibility for the operation, performance and maintenance of building services plant and equipment to ensure it meets or exceeds the reasonable requirements of the building tenants.
The Engineering Services Manager shall have primary responsibility to:
> Ensure the efficient and proper performance and maintenance of all building services plant and equipment forming part of or serving the building
> Select, supervise, monitor and continuously evaluate all on-site engineering staff, energy consultants and third party service suppliers involved in the evaluation, operation, maintenance, repair and overall performance of the plant in order to ensure proper performance of building technical services
> Propose changes and improvements which will enhance plant performance and /or conserve energy.
> Primary contact for and property management team member responsible for all matters relating to specialist consultants, engineering insurance inspectors, third party suppliers and on-site staff involved in the evaluation, operation, maintenance, repair and overall performance of the building services
> Ensure proper procedures are established, documented and followed in connection with the evaluation, operation, maintenance, repair and overall performance of the building services
> Measure, monitor and report monthly (including assessing tenant satisfaction) on the performance of the M&E contractor including contractual compliance, quality and cost
> Ensure compliance with all technical health & safety System, emergency procedures and safe working practices, statutory, regulatory & insurers requirements including but not limited to Health & Safety Act, COSHH, IEE Regulations & Electrical Safety at Work Act, Environmental Policies, City Corporation District Surveyor and London Fire Brigade
> Developing and implementing environmental strategies and action plans that ensure corporate sustainable development
> Prepare service specifications, tenders, contracts and associated documentation in connection with the operation, maintenance and repair of the building services
> Lead the property management team in the pre-qualification, tendering, selection and contract negotiation for the M&E contract
> Ensure the M&E contractor properly establish and maintain asset registers and computerised planned preventative maintenance and asset management system
> Provide technical and operational support to the property management team in connection with the operation and performance of the building services
> Lead the property management team in the review, comment and approval technical aspects of tenants proposed Category B works and other tenant alterations for single floor fit outs.
> Undertake periodic inspections and audits of the M&E contractor
> Prepare and manage the plant and equipment service charge budgets
> Assist the General Manager in the initial establishment, management and subsequent refinement of environmental and energy conservation programmes
> Ensure compliance with all warranty specifications for the building services
> To promote sustainability within the property and to occupiers ensuring the effective and economical use of utilities.
Key Skills and Knowledge:
> Strong technical background in installation, operation, maintenance and repair of plant and equipment in mixed use commercial office buildings
> Strong understanding of Energy and Utilities
> Strong interpersonal and communication skills
> High standard of written and verbal communication
> Proven ability to motivate and manage third party suppliers and staff
> Successful experience working in a complex organisation with a high
> standard of service orientation
> Strong negotiation skills
> Computer Skills: proficient in Excel, Word and Outlook
> Ability to manage own workload effectively and balance priorities
Qualifications and Experience:
> At least five years experience of supervision and direct management of multi tenanted office properties in the City of London
> Strong track record of delivering high levels of service in challenging circumstances and environments.
> Strong technical background including a) preparation and management of significant budgets b) selection, supervision and management of technical third party supplier relationships
> An Engineering background i.e. Electrical/Mechanical/HVAC within the Building Services Sector
