Development and articulation of capability requirements, working with SME engineers, Requirements Managers, the capability customer and Front Line Command. Generation and staffing of business cases and investment appraisals including engagement with the assurance community, working closely with FAST Commercial and Financial staff. Act as the Subject Matter Expert for the Tornado In-Service (ISS) Service Delivery Plan (SDP). Act as the delivery project coordinator for all Project Control activities associated with the Tor ISS SDP, including change management, risk, scheduling, estimating and finance. Ensure that close liaison is maintained with HQ 1 Gp, TGRF HQ and FAST Project Support to ensure that the Tor ISS SDP remains aligned to the lastest version of the Capability Acquisition Support Plan and the Strategic Fleet Plan. Act as the Tornado Active Risk Management Coordinator for Tor ISS liaising with all Engineering Authority and Tornado Capability desk officers. Coordinate the preparation of DE&S cost-estimates for options to deploy the Tornado GR4 Force on operations, for changes to OSD and future capability development such as new software, new weapons or UORs. Reflect changes to Tor ISS PMP in Tornado 3rd Order Assumptions.
2IC for the Tor Cap EA (SDM) Team, undertaking the Tor Cap EA role in his/her absence.
Management of Project Control staff. Collaborative, proactive engagement with internal MoD stakeholders including but not limited to Requirements Managers, Commercial, QA, Finance and scrutiny staff, in-service Engineering Authorities, Frontline Commands. Regular attendance at meetings and working groups at locations including but not limited to MOD Abbeywood, BAES Warton, RAF Boscombe Down, RAF Marham, Air Cmd and other industry sites in the UK. Management of allocated financial lines, in accordance with PT policy and guidance. Progression of payments including the use of CP&F and CCMS.
Management of the Tor ISS resources to ensure that the manpower vs tasks are managed correctly, processing the recruitment of and managing the additional staff/manpower subs as required. Overall visibility of the Tor ISS finances, assisting with Monthly FOO, Quarterly returns and ABC issues/bids. Reporting of project information on CMIS and at Management Boards. Answering FOI and Parliamentary Questions for Tornado Projects as required.
Maintain Service Delivery Plan and associated Project Management Plans for the In-Service phase of Tornado.
Maintain the Tornado Project Management Baseline including the Staffing Plan, the WBS and Schedule
