Our client is seeking an experienced street lighting engineer on an interim basis.

Local authority street lighting experience

The Job
To manage borough wide lighting assets in accordance with best practice with a strategic approach that identifies the optimal allocation of resources for the management, operation, preservation and enhancement of public realm infrastructure.
To manage and provide technical knowledge and expertise for the council and its partners in relation to public realm external lighting
To procure, manage and supervise major and minor contracts to enable service delivery in an effective and efficient manner, all in accordance with Council policy.
Principal accountabilities
o To lead a team in the delivery of high quality lighting services ensuring that these are delivered in accordance with Council policies, best professional practice and all current legislation.
o To manage, maintain and deliver services in accordance with Construction, Design and Management Regulations (CDM 2007) or any subsequent amendments
o To strategically manage and develop policy and procedure for the provision of lighting in Southwark’s public realm
o To act as the senior officer in the development, management and delivery of term and ad-hoc contracts including provision of technical specifications.
o To implement, manage and monitor effective project management for projects, programmes and term contracts, contributing with the knowledge and understanding of project management techniques and methodologies necessary for the efficient and effective implementation.
o To be responsible for the development of creative innovative designs, lighting policies, strategies and plans that promote lighting with due regard to sustainability, the Council’s services and preparation of programmes to maximise funding opportunities.
o To prepare official documentation such as specifications, contract conditions, consultants’ briefs, ‘Bills of Quantities’ and evaluation of tenders and submissions.
o Provide technical advice relating to programmes where improvements to public realm infrastructure or related projects are proposed. Liaising and negotiating with officers from other Council services, funding organisations, community groups, landowners, developers and others to ensure project objectives are achieved.
o To lead on budget setting process for all lighting related accounts ensuring that the all functions assigned are provided in a cost effective manner and to supervise and manage current expenditure, planning future financial requirements for investment strategies. All including accountability as cost centre manager, holding financial responsibility for budget allocations and ensuring targets are met and resource limits are not exceeded
o To represent the Council at meetings with other Local Authorities, London wide strategic bodies and similar organisations, in respect of the development and promotion of specific Council and Public Realm policies. Developing and maintaining partnerships and external relationships in order to promote and develop the Councils’ public realm infrastructure strategies, including the management of resulting specific programmes.
o To actively contribute to managing and delivering the Councils Corporate standards, systems and aspirations in relation to customer care, equal opportunities, environmental management, health and safety and information technology.
o Manage, develop and promote electronic information systems within the team and with other services or outside bodies where appropriate ensuring best use of technology available.
o Develop and agree objectives and targets for the team relating to the Asset Management Plan and any Service Development Plan. Ensure that the key objectives and targets are delivered including the collation and publishing of performance indicators.
o To manage all staff assigned including assessment of workloads and preparation of forward programmes. This will include objective setting and performance management of all staff, including appraisals of individual members, the identification of the training and development needs, absence management and the staff disciplinary code.
o To comply with customer care guidelines and initiatives and carry out all duties in accordance with the Council’s equal opportunities policy
