Job Description:

Purpose and Overview To develop and lead the pricing element of tenders, cost plans, target costs, benchmarking and value engineering exercises on major/large, complex PPP/Construction project pursuits and tenders (in excess of C$100MM). The Principal Estimator should have a solid understanding of health and safety legislation and practice, and ensure that the pricing reflects good practice. While the position is located in Vaughan, ON, the role is expected to be mobile, and the job holder will be expected to work at all locations within reasonable daily travelling distances as there may be frequent travel and non-standard hour working during tender and construction phases. There may also be the requirement to work away from home for short, intense periods. The requirements of the project may mean that the job holder needs to work extended hours (e.g. evenings and weekends) on occasion. ResponsibilitiesWith the Bid Director or Bid Manager, developing the tender strategy and leading the financial NA tender documentation and processing queries to tender NA Quantities and Pricing Documents as NA to risk assessment and ensuring all risks are included within the NA accuracy, competitiveness and compliance of NA or supporting target costs and VE NA to the submission document and Contract NA the Bid Director or Bid Manager in bid NA of reliable tendering NA and issuance of tender communications during pre-construction phases of NA of budgets for Clients through top down NA adequate continuity with construction team on hand-over to construction phase or completed NA appropriate, managing and developing the estimating team/NA with the Group and Business Unit work winning NA elements within their Business Unit plan to achieve current year's NA ways to reduce cost and improve NA variable costs (e.g. overtime and agency costs). QualificationsA relevant degree or professional qualification (e.g. MRICS) is preferred.A commercial or operational background in the Construction Industry and experience as an estimator or cost planner with 15+ years' of relevant Industry NA numerate with a thorough understanding of how bids are assembled and ability to manage a number of bids of varying NA to influence and guide designers at tender stage, and frequently communicates with designers on design-to-cost NA a wide knowledge of methodologies and practices of construction and engineering elements on construction NA critical path analyses and can prepare bar (Gantt) charts of tender stage construction NA ability to take-off all aspects of a tender and a solid working knowledge of methods of NA a thorough working knowledge of contract conditions and demonstrated ability to prepare commercial NA to lead, price and cost major / large tenders on any form of contract including PPP, joint-venture partners, on values greater than C$100MMAbility to price subcontract work and materials directly in the absence of tender NA of labour and plant productivity outputs, and ability to develop outputs from data and derive new outputs from first NA to develop new processes related to work winning, and thoroughly understands all work winning procedures and NA to prepare budgets and develop cost plans for major projects, using bottom up and top down cost planning techniques and ability to influence NA understands implications of taxes, and has a working knowledge of insurance, bonds, guarantees and warranties, indemnifications and the like, and their effect on NA to recognize risks and opportunities, apply and run Monte Carlo simulation techniques, interpret risk profiles, and incorporate into NA of all applicable legislation and regulations, and able to develop strategies to cost these implications into tendersUnderstands how each of the Industry organizations operates and has a range of contacts within the Industry and/or professional NA proof of Worker or Supervisor health and safety awareness training, as applicable (as per Ontario's Occupational Health and Safety Act regulations).
