Technical Approval Manager|
Role provides Technical Approval for the structural aspect of several projects
Projects include: River Bridges, Capital Renewal Programme, Tunnel and 3rd party developers.
The Technical Approvals manager will utilise Structural engineering knowledge and experience to ensure that design standards are consistently and fairly applied whilst being accountable for approving work and working methodologies to be deployed.
1. To ensure that highway structures are maintained such that they are fit for purpose and safe for use in accordance with legislation.
2. To act as the Technical Approval Authority for highway structures
NA for sign off Technical Approval Authority documents
4. Manage studies and special inspections to determine asset condition and determine appropriate course of action.
5. Work collaboratively with the Integrated Delivery team to ensure that all decisions / changes and approvals are programmed adequately and are delivered expediently.
6. Responsible for the effective management of the structures inspections contracts
7. To identify and recommend works for inclusion on the capital renewals programme and make recommendations for approval of gate stages to the Principal Technical Authority Manager.
8. Monitor the structures programme delivery through formal reporting systems and meetings. Report progress and expenditure.

Ability to identify when non-standard solutions are appropriate and advise others on the use of formal Standards and when departures from Standards are appropriate/desired.

Ability to progress under own initiative and largely unsupervised on large complex jobs.
Ability to apply appropriate project management techniques applicable to the size and complexity of the project or programme of works.
Ability to undertake simple highway design and traffic engineering tasks.
Ability to read and interpret technical drawings, bar bending schedules etc. Should be capable of producing detailed sketches to allow production of drawings, bar bending schedules and the like for large complex jobs.
Ability to write accurate, concise and grammatically correct English. Able to produce concise and accurate technical reports.

Understanding of transport issues affecting London's road network, and how the management and operation of a road network meets transport policy objectives.
Chartered Civil/Structural Engineer having attained membership of a relevant professional institution (e.g. ICE or IStruct E).
Technical understanding of the principles and practice of asset management relating to highway structures and other assets and related computer systems.
Understanding of transport issues affecting London's road network and of the management and operation of a road network to meet transport policy objectives.
Working knowledge of safety legislation and good practice relating to the design, construction and maintenance of highway structures.
Working knowledge of environmental legislation and good practice relating to the design, construction and maintenance of highway structures.
Detailed in depth understanding of the Design Manual for Roads and Bridges (DMRB), the Manual of Contract Documents for Highway problems and make recommendations.
Experience in applying CDM 2015 for design and construction related activities
Management experience in a structures or highway authority organisation.
Experience of producing, reviewing and approving technical approval documents (eg AIP to BD2)
Experience of managing resources, budgets, bridge maintenance and improvement programmes of work and projects to deliver results to time and cost.
Experience of applying value management and value engineering techniques.
Experience of undertaking and supervising design of both new build and maintenance works in connection with small and complex highway structures related works.
Experience of undertaking and supervising structural inspections and assessments of highway structures.
Experience in the use of analytical tools relevant to the design and assessment of highway structures.
