These responsibilities pertain to active contracts and pursuit activities associated with organizations and agencies at Scott AFB; IL and/or within the greater St. Louis area including but not limited; AMC; USTC; DISA; NGA; and possible commercial activities. Candidate will provide Capture Management leadership for DoD Tasks and Delivery Orders. The candidate will develop strategies (i.e. win themes; management solution; technical solution; teaming; pricing); coordinate corporate resources; build teams of subcontractors; assess competition; present decision gate briefings to executive management; manage bid and proposal funding; from the decision to bid to the post submission phase of an opportunity. Will coordinate with proposal development; contracts; pricing and oversee bid completions. Individual will provide Capture leadership from program identification to award.
Candidate performs as Site Manager responsible for all core communications and O&M IT services performed at location. The site manager is the primary interface with local DOD units and is responsible for maintaining high quality and customer satisfaction for all IT O&M services performed at the site where the contract is being executed and services delivered. The Site Manager will manage a team of IT service professionals delivering core communications and IT O&M services. Directs work plans; provides detailed reports; supports vulnerability assessments; convey solutions; supervising staff; and continuing client satisfaction.
ï¿½ Takes leadership of technical/administrative programs; projects and tasks. Plans; schedules; documents; reports; tracks progress of and provides status accounting and technical management of projects to ensure work scope; schedules and budgets are defined and maintained.
ï¿½ Develops; plans; implements and/or controls assigned programs and proposals.
ï¿½ Establishes performance objectives for assigned programs. Ensures cost; technical and schedule objectives are met.
ï¿½ Serves as the primary contact for the customer on matters pertaining to the program in order to develop and improve customer satisfaction and meet program requirements; as well as to identify/capture business.
ï¿½ Supervises assigned technical and administrative staff; including subordinate managers; and performs personnel actions including hiring and performance evaluation.
ï¿½ Assures quality of program products; services; and deliverables; including participating in reviews; audits; and site visits.
ï¿½ Performs program financial management services; including financial analysis; budget and cost quote preparation; cost management; reconciliation; and profit enhancement.
ï¿½ Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances.
ï¿½ Performs business development activities; including the preparation and review of technical and cost proposals.
1. Bachelors Degree in a related business or technical discipline; or the equivalent combination of education; technical training; or work/military experience.
2. Professional certification (PMP) desired but not required.
Minimum 10 years of experience required.
Minimum 6 years of experience with USAF; TRANSCOM or DoD activities highly desired.
SECRET Security Clearance or higher desired at time of hiring. ITIL awareness; foundational knowledge highly NA ISO/Six Sigma Knowledge/Process improvement knowledge preferred. IAT/IAM-II or higher is desired and may become a future requirement Effective management and leadership skills. with proven ability to manage multiple projects simultaneously. Effective business development skills including proposal development and preparation. Effective communication skills. Detailed knowledge of relevant government regulations and standards.
