The Analyst assists the ARNORTH Command Lessons Manager (CLM) in the performance of his duties. Interaction with the ARNORTH staff and numerous external agencies is a major component of the support. Assists the CLM in the preparation of topics/issues to be discussed for remediation during sessions of the ARNORTH Lessons Learned Working Group (LLWG) consisting of DACs, contractors, and military members across ARNORTH; NORTHCOM Corrective Action Program WG consisting of Senior NORTHCOM Staff Members; Center for Army Lessons Learned WG consisting of various Army Major Commands; Internal Hotwashes/AARs involving action officers and senior leaders within ARNORTH; and NORTHCOM Hotwashes/AARs involving action officers and senior leaders throughout NORTHCOM. Assists the CLM in managing the ARNORTH lessons learned program to include the coordination necessary to execute an overarching action plan based on observations captured during operations and exercises. Collects, collates, analyzes, and synthesizes observations, discussions, and recommendations (ODR) contributed by participants in ARNORTH operations, exercises, and training events. Identifies and communicates observations and issues to the senior leadership via notes, detailed reports, and briefs on a routine basis. Based on guidance received, assists in drafting an action plan and task order for action and remediation. Develops and disseminates lessons learned information and products. During exercises assists the CLM and Commander, Operations Group or Senior Observer in the dynamic refinement of the observation collection plan and the preparation of After Action Reviews. Other duties include content management of the ARNORTH lessons learned portal site, input to the Joint Lessons Learned Information System, and the scheduling, set-up, and preparation for meetings.
Bachelors Degree in a related technical discipline, or the equivalent combination of education, technical certifications or training, or work/military experience.
GDIT Requires: 8-10 years of directly related experience in the development and delivery of technical training programs.
Contract Requires: 6 years experience in DOD operations. Able to apply broad knowledge of general operations in the development of a widely scoped remediation program. Experienced in preparing written products, briefings, presentations, analysis, summaries, and after action reports. Staff Officer at a two-star command or above (required). Recent experience in homeland security/disaster response efforts at the tactical and operational level or/and combat training centers (preferred). Experience in lessons learned or remediation efforts at the operational level (preferred).
Candidate must be able to obtain and maintain a Secret Level clearance.
Familiar with national level and DOD homeland defense and homeland security policies and procedures, joint doctrine, and Army doctrine.
Strong writing ability capable of producing well-written, detailed, and occasionally lengthy reports based on the collection of written products from multiple sources. (required)
Capable of proof-reading and correcting poorly written documents. (required)
Able to identify and analyze capability gaps and issues resulting from exercises and operations then recommend, document in an action plan, and track accomplishment of remedial solutions.
Microsoft Office skills (including Microsoft Outlook, PowerPoint, Word, and Excel) (required)
Ability to coordinate and conduct staff coordination at the mid / higher management levels (04-06 or GS 13-15) (required)
Able to prepare and conduct briefings (GO level) (required)
