Job Description

  • Identify data requirements by working with variety of internal and external stakeholders to understand, assess, and provide solutions for the program's IT and data requirements

  • Populate new database with existing current and historical data

  • Ensure database quality; maintain data availability, integrity, and security including changes required when DoD IT requirements change

  • Design, code, test, revise, and seek approval for data input, output, and modification interfaces to include forms, queries, extractions, and reports

  • Respond to data requests and fulfill requests approved by the Director

  • Secure, test, revise, and p rotect database by developing system access, specifying user level of access, and backing up database

  • Study program requirements and plan for database characteristics, such as server location, amount of space, and access methods t o ensure long-term DoD ownership, portability, and continuity of access to program-related data

  • Design end-user interfaces

  • Develop and document user-friendly best practices for data input, modification, and extraction

  • Design and integrate back-end database code with business applications

  • Write and maintain a written user manual for different types of users

  • Create and maintain a data dictionary

  • Lead data testing and correction efforts to ensure users are submitting required data

  • Maintain client confidence by keeping information confidential

  • Plan, manage, and report on project milestones

  • Advise on additional resource requirements by providing simple business cases showing return on investment

  • Troubleshoot and correct internal and external end-user technical issues encountered while interacting with the program's IT systems

  • Anticipate requirements and work closely with the Director to innovate for long-term program success using efficient and effective business IT tools


Bachelor's Degree in information technology, computer science, software engineering, cybersecurity, or a related field plus MBA or equivalent experience


5-8 years of related database analysis and/or administration experience.

Skills/Qualifications: requirements analysis; problem solving; systems analysis and integration; database design, performance, security, and management; data maintenance; software development and web design fundamentals; system administration; server management; written and verbal communication skills to communicate with senior government and private sector leaders; business process improvement; IT solution business case and return on investment calculations

Must have excellent communication skills (oral and writing). May interact with the gov't customer and senior government leadership leaders at the highest levels, prefer those who have experience and skills in this area.

Education: B.A. or B.S. degree required. Unique requirements: Minimum SECRET clearance (Interim) required. Past experience in Pentagon/DoD environment preferred, experience with JSP, OSD WHS EITSD Pentagon customer also highly desired. Secret clearance required. Must be 8570 Compliant on day 1 (Security+ CE, CISSP or like certification meeting security minimum requirement).
