Job Description

This key position is for an Instructor/Coach with a specific focus in DoD acquisition requirements and project management fundamentals. The primary workplace is located at the customer site, Ft. Detrick, MD. This will be in support of the Research, Development, and Acquisition Support Office that provides the U.S. Army Medical Research and Materiel Command (USAMRMC) senior leadership with review, evaluation, and recommendations to direct the science and technology and advanced development efforts being conducted to move products to the field. This Instructor/Coach will train and educate Integrated Product Teams (IPTs), Functional Groups, and Working Groups using program management tools, such as, risk management plans and mitigation strategies, cost models, communication matrices, and team building methods that will assist them with being successful in getting their products through their lifecycle. This position will also advise and instruct IPTs on their acquisition strategy according to the Milestone Decision Authority's current thinking and DoD 5000.02.


Masters Degree in a related discipline and/or MBA degree in a relevant specialty or equivalent experience. PMP certification and/or Defense Acquisition University (DAU) Level II acquisition qualification is required.


Requires 15-20 years of experience.

  • Experience working as a project manager responsible for cost, schedule, and performance, such as financial analysis, team building, setting direction, and decision-making. Familiarity with medical devices, drugs, vaccines, combination products, and medical IT a plus

  • Level II Defense Acquisition Certification/Qualification in Program Management

  • Demonstrated experience of working on a team of technology and acquisition experts

  • At least 5 years in an RDT&E and advanced development environment

  • At least 2 years teaching experience in a classroom preferred
This candidate must have a strong sense of customer service and be a dynamic facilitator. One must have knowledge of the principles of acquisition and project management, the fundamentals of adult education, the Military structure and values, and of the Integrated Product and Process Development cycle. This individual must work independently with minimal guidance. The candidate must also stay current with certifications and professional learning objectives, which includes attending conferences and classes to maintain certifications and licenses.
