A group company within NTT DATA currently seeks a BlackBoard Learn Administrator to join our team in Quantico, VA.


Position Functions or Responsibilities: Project Description : This client develops and operates an enterprise-wide training system for its entire organization. The enterprise-wide training system is comprised of a number of commercial and custom build components integrated together to provide to meet its mission needs. The client develops the custom components, integrates the various components together, and performs the necessary operations support to manage the system on a day-to-day basis. The client requires contractor staff to augment its development and operations team and provide particular skills in order to perform specific development and operations tasks such as project management, help desk, documentation, customer support, course/training development, applications development, database development/administration, systems analysis, etc.

Role : The BlackBoard Learn Administrator (BLA) should have experience in Learning Management System operations, work flows, and best practices. Specifically, this role will provide the following benefits to client:
  • BLA is responsible for the day-to-day administration of the Blackboard application and participates in planning, design, implementation, deployment and testing Blackboard based courses and content.
  • BLA shall make recommendations and advise on system improvements, automation, and risk management
  • BLA shall interface with the course developers to ensure they have a clear understanding of the requirements.
  • BLA shall also develop system and user documentation as well as other training materials as appropriate to support adoption and use of the system
  • BLA will serve as the Learn Application Administrator to the Blackboard system
  • Provide technical assistance to students, faculty, and staff of the system
  • Support the development of new training materials and assist in updating content of existing training materials.
  • Act as an interface and customer advocate to ensure customer and stakeholder requirements are being addressed
  • Analyze functional requirements and system models to determine missing elements
  • Collaborate with and support course developers during their design and development efforts
  • Provide additional support and guidance to clients during the implementation phase
  • Write user help documentation
  • Develop systems courseware design documentation
  • Participate as member of Operations Team
  • Validate product deliveries meet customer requirements
  • Use expert knowledge of Bloackboard Learn to recommend best practices in course design and delivery approach
  • Improve and expand knowledge and skill set with regard to current trends and changes in course development
  • Proactively contribute to the quality of the product by seeking and proposing new or alternative approaches to address the organization's delivery challenges

Basic Qualifications:
Required Qualifications
  • 3-5 years demonstrated experience as a Blackboard Learn administrator
  • Excellent oral, written and interpersonal communication skills, including ability to explain technical concepts in non-technical terms
  • Experience formal knowledge of eLearning and distance learning best practices
  • Proficient in system analysis and troubleshooting to analyze, isolate and document problems/issues, identify risks, and develop options/solutions
  • Ability to define project goals and work independently to complete projects while adhering to the established schedule
Desired Qualifications :
Experience with Blackboard Learn version 9.1 and later
Experience with Adobe Captivate
