An exciting opportunity has arisen for an experienced Architect to work within Central Government on a contract basis. This position is based in Swindon, initially until April 2017 offering up to £450 per day ltd.

Main Duties:

Proposal setting out the approach to developing a complex, process infrastructure taking account of current and intended practice across diverse regulatory bodies. Proposal to include requirements for additional specialist process design staff

Validation and or amendment of early proposals for the UKSAs future regulatory operating model & provide informed advice to relevant policy leads

Develop the recruitment case for relevant support & commence detailed organisational design work

Initial process and high level system designs detailing how the licensing, compliance and enforcement activities will be delivered jointly across UKSA, CAA, HSE and other relevant regulators

Recommendations and advice on the approach that Government should take to building its future regulatory function, including the scoping of options surrounding those elements of the capability that should be subject to "build or buy" decisions

Deliver detailed systems & process architecture for a future regulatory operating model with costed proposals allowing for the competitive tender of the front end systems required to support the agreed regulatory model

Essential Experience:

A broad, enterprise-wide view of the business and varying degrees of appreciation for strategy, processes and capabilities, enabling technologies, and governance in the public sector

The ability to recognise structural issues across the relevant public sector organizations, functional interdependencies and cross-silo redundancies.

The ability to assimilate and correlate disconnected documentation and drawings, and articulate their collective relevance to the organisations involved in regulating UK space flight and to high-priority business issues

Experience developing and using these high-level models as required to collect, aggregate or disaggregate complex and conflicting information about the regulatory functions

Exceptional communication skills and the demonstrable ability to communicate appropriately at all levels of the relevant regulatory organizations

The ability to act as liaison conveying information in suitably accurate models between the regulatory organisations and their counterparts
